OF DECEMBER 7, 2021, MEETING WITH THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY TO DISCUSS PROPOSED TECHNICAL SPECIFICATION CHANGES AT THE NATIONAL BUREAU OF STANDARDS TEST REACTOR (EPID: L-2021-LLN-0000)

On December 7, 2021, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and the National Institute of Standards and Technology (NIST) staff via Microsoft Teams. The purpose of this meeting was to discuss the proposed changes to the National Bureau of Standards test reactor (NBSR) technical specifications (TSs).

The proposed revisions are intended to partially address one of the corrective actions developed from the root cause evaluation of the partial fuel melt event that occurred at the NBSR on February 3, 2021. The meeting notice and agenda, dated November 19, 2021, are available in the Agencywide Documents Access and Management System at Accession No. ML21323A111. A list of meeting attendees is provided as an enclosure to this summary.

The NIST staff presented a proposed revision to fuel handling TS 3.9.2.1, Within the Reactor Vessel, eliminating the elevation check and requiring performance of both the rotation check and visual inspection. The NIST staff explained how the new camera system provides improved indication of proper latching of the fuel elements and that the new camera system can be used to verify all fuel locations within the core.

The NRC staff asked questions related to the quality of the camera inspections, the effectiveness of the visual verifications, and some of the word choices of the proposed change.

The NRC staff also informed the NIST staff that detailed supporting documents are required to support a determination related to the proposed change. Additionally, the NRC staff asked about the proposed schedule related to submittal and the need date of the TS change.

The NIST staff indicated they would be prepared to submit the license amendment request within a few weeks. The NIST staff stated that the need date for the amendment is related to the root cause corrective action and determination if the revision to the TSs is necessary to support the restart decision.

The NRC staff then solicited comments from any members of the public in attendance, none were received. The meeting was subsequently adjourned.
