SUMMARY

OF DECEMBER 5, 2006, MEETING WITH ENTERGY OPERATIONS, INC., AND GRAND GULF NUCLEAR STATION, UNIT 1, ON THE METHODOLOGY FOR APPLYING AND IMPLEMENTING THE RISK-INFORMED INSERVICE INSPECTION PROGRAM VIA AMERICAN SOCIETY OF MECHANICAL ENGINEERS BOILER AND PRESSURE VESSEL CODE CASE N-716 AT GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO. MD3044)

On December 5, 2006, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc., and Grand Gulf Nuclear Station, Unit 1 (GGNS, the licensee) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to present to the NRC staff, in reference to Relief Request number GG-ISI-002, the methodology for applying and implementing the Risk-Informed Inservice Inspection Program via American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Case N-716 at GGNS. A list of attendees is provided as an enclosure.

The licensee presented information (see the Agencywide Documents Access and Management System Accession Number ML063450068).

The presentation provided an introduction to Code Case N-716, whose purpose is to provide a streamlined process for Risk-Informed Inservice Inspection programs. The licensee also gave some background on Code Case N-716, describing the status of similar submissions by other plants and the results of the NRC's review of those submittals. The licensee went on to describe how Code Case N-716 would be applied at GGNS by using a series of tables that dealt with Code Case N-716 Safety Determination at GGNS and a comparison of the inspection locations between ASME Code,Section XI, and the ASME Code Case N-716.

The NRC staff queried the licensee on various topics. The NRC staff emphasized that the clarity of the tables illustrating the licensee's proposed use of Code Case N-716 would be very important for the reviewers of the application due to the fact that this information would be the most pertinent to the reviewer.

The licensee indicated that the insights provided from the NRC were very valuable and they would pursue providing more clarity in their submission.

Members of the public were in attendance. Public Meeting Feedback form was received only from Mr. Richard Haessler, Westinghouse Electric, indicating his satisfaction. He did not have any comments or suggestions.
