MILLSTONE POWER STATION UNIT 2 SPECIAL REPORT FOR INOPERABLE RADIATION MONITOR In accordance with the reporting requirements of the Millstone Power Station Unit 2 (MPS2) Technical Specifications (TS), Section 3.3.3.1, Table 3.3-6, Action 17, Dominion Nuclear Connecticut, Inc. (DNC) hereby submits a Special Report for the number of operable radiation monitoring channels less than required by TS 3.3.3.1, Table 3.3-6, Action 17, Step 2 states, "Prepare and submit a Special Report to the Commission pursuant to Specification 6.9.2 within 14 days following discovery outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the system to operable status."

On July 21, the noble gas effluent radiation monitor for the MPS2 stack, monitor RM-8168, was returned to operable status after installation of hardware upgrades and subsequent post modification testing and restoration activities.0)

On July 25, 2006, RM-8168 was removed from service due to intermittent detector failure. At that time, one channel was declared inoperable and action under TS 3.3.3.1 was taken. Troubleshooting and repair of the component was completed on August 4, 2006. Currently the system is being monitored to ensure the corrective actions were effective. Restoration of the system to an operable status is currently scheduled for August 11, 2006. During this period, compensatory measures in accordance with station procedures are in place. The actions associated with the repair of RM-8168 are being tracked by DNC's corrective action program.
