MONTICELLO NUCLEAR GENERATING PLANT (MNGP) - CORRECTION OF AMENDMENT RE: IMPROVED TECHNICAL SPECIFICATIONS (TAC NO. MC7505)
Dear Mr. Conway:
On June 5, 2006, the Nuclear Regulatory Commission (NRC) issued Amendment No. 146 to Facility Operating License No. DPR-22 for MNGP. The amendment converted the Technical Specifications (TSs) from the previous custom format to the Improved Technical Specifications (ITSs) format.
Subsequent to issuance, the NRC staff noted that, due to an administrative error, the implementation target date imposed by the amendment had been incorrectly calculated by the NRC staff. Specifically, your April 25, 2006, letter proposed "an implementation period of at least 150 days," but the NRC staff miscalculated this to be September 30, 2006 (i.e., an implementation period significantly less than 150 days). The NRC staff had no basis to shorten the implementation period proposed by you. Enclosed please find a corrected page 3 of the amendment, stating a revised implementation date of November 3, 2006. Please use this corrected page to replace the corresponding page in the amendment.
In addition, the NRC staff's letter transmitting Amendment No. 146 stated that "the ITSs will become the governing TSs for MNGP upon the date of implementation, but no later than September 30, 2006." This statement is revised to state that "the ITSs will become the governing TSs for MNGP upon the date of implementation, but no later than November 3, 2006." The NRC staff regrets any inconvenience these errors may have caused you.
