Dear Alex S. Karlin and Jonathan Rund,

Esq., and the Office of the Secretary, DOCKETED USNRC I am submitting a Written Limited Appearance Statement.

I live in Conway, Massachusetts about 30 miles from Vermont Yankee. I am very concerned about the uprate of Vermont Yankee on myself, my OFFICE OF SECRETARY family, and all affected citizens. I deeply oppose this uprate in RULEMAKINGS AND power. Please do not approve this and the 20 year license renewal. ADJUDICATIONS STAFF Please listen to the citizens you are supposed to represent and protect. Docket No. 50-271-OLA These are my most urgent concerns:

1. The NRC needs to require Vermont Yankee to do a full transient test at the new uprate level. Citizens living in areas that would be affected are entitled to an assurance through a conducted test, that the plant could be successfully shut down in an emergency.

2. An Independent Safety Analysis needs to be made. The NRC's own team recommended this in 2004. Aver 8,000 citizens petitioned for this. This is a very very important point that has been addressed. We citizens demand this.

I hope you will address these points. Please hear the voices of the citizens directly affected by Vermont Yankee.
