As you know, the comprehensive safely assessmcnt that was performed a1 Mkine Yaiikcc cornpriscd approximately 20,000 persordhours of Doaiment Review and Orisite liispection. Tn contrast, the NRC design and engineering inspkction of Vermont Yankee last August consisted of approximately 700 hours0.0081 days <br />0.194 hours <br />0.00116 weeks <br />2.6635e-4 months <br /> of direct inspection effort If the figurcs for liccnsc amendment review arid reactor safcgmsds review (approximaLely 41300 houi-s) are inchideci, it is still considerably less thm thc in-depth coiiiprehensive irjispcction licld at Maine Yankee, Although we have learned that there will be an additional review regarding steam dryer concerns, ncvcrthclcss we do not believe rhat an adcqiiate inspcction has taken place at Vermont Yankee.
When the upratc inspcction is completed, it is essential that thc NRC hold il fimial piib1ic hearing on the resulis of the inspechk with right of discovery and cross examination of witncsscs, to piopcrly consider all the safety ccmcerns raised by ihe New England Coalition and the State of Vermont. Tn addition it is necessary that the NRC publish the results of the inspection several weeks before the public hearing so LIW nienbcrs of the public. including independent experts, can ask infbrrried queslioris at thc meeting.
Fiirthcrrnore, interested partics must be allowcd to filc briefs on new contentions as inlorrnation becomes available.
