MILLSTONE POWER STATION UNIT 3 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGES IMPLEMENTATION OF ALTERNATE SOURCE TERM In a letter dated May 27, 2004, Dominion Nuclear Connecticut, Inc. (DNC) requested amendments in the form of changes to the technical specifications to Facility Operating License Number NPF-49 for Millstone Power Station Unit 3 (MPS3).

The proposed changes were requested based on the radiological dose analysis margins obtained by using an alternate source term consistent with 10 CFR 50.67.

In a conference call on May 18, 2006, the NRC staff raised a question regarding DNC's proposal to remove the discussion of radiological consequences from the section, "Failure of Small Lines Carrying Primary Coolant Outside Containment," in the MPS3 FSAR.

Upon further review, DNC determined that it was not necessary to delete the discussion from the MPS3 FSAR. Therefore, DNC requests approval of the proposed technical specification changes, with the discussion regarding the failure of small lines carrying primary coolant outside containment remaining in the MPS3 FSAR.

The additional information provided in this letter does not affect the conclusions of the safety summary and significant hazards consideration discussion in DNC's submittal of May 27, 2004.

In accordance with 10 CFR 50.91(b), a copy of this letter is being provided to the State of Connecticut.
