By the referenced letter, Nuclear Management Company, LLC (NMC) submitted an application to amend the Technical Specifications of Monticello Nuclear Generating Plant Facility Operating License DPR-22, revising the current Technical Specifications (CTS) to the Improved Technical Specifications (ITS) consistent with the Improved Standard Technical Specifications (ISTS) as described in NUREG-1433, "Standard Technical Specifications General Electric Plants BWRI4," Revision 3, and certain generic changes to the NUREG.
The purpose of this letter is to supplement that original license amendment request as a result of responses to U.S. Nuclear Regulatory Commission (NRC) questions as documented on the NRC and NMC ITS Conversion Website. The guidance of NEI 96-06, "Improved Technical Specifications Conversion Guidance," dated August 1996, and Nuclear Regulatory Commission (NRC) Administrative Letter 96-04, "Efficient Adoption of Improved Standard Technical Specifications," dated October 9, 1996, were used in preparing this supplement to the original ITS submittal.
The detailed descriptions and justifications to support the proposed changes are provided in the volumes attached to this letter (Attachment 1). NMC has evaluated this proposed change in accordance with 10 CFR 50.91 (a)(1) using the criteria of 10 CFR 50.92(c), and has concluded that the determination of no significant hazards 2807 West County Road 75. Document Control Desk Page 2 considerations for the original ITS submittal remains valid. In addition, NMC has determined that the proposed license amendment, including this supplement to the original ITS submittal, continues to meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(b), and no environmental impact statement or environmental assessment need be prepared in connection with the proposed license amendment.
The determination of no significant hazards consideration and environmental assessment are also included in Attachment 1.
Each Volume in the Attachment includes a Summary of Changes page at the beginning of the Volume. This Summary of Changes form identifies all changes made to the previous submittal that are included in this supplement. This includes a brief description of the change and the affected page numbers in the Volume. In addition, the affected pages have a revision bar to the right of the change to aid in identification of the change.
In addition, NMC requests that two new License Conditions be added to the Monticello License.
License Condition 2.C.9 is requested to address performance of new and revised Surveillance Requirements (SRs).
2.C.9 Implementation of New and Revised Surveillance Requirements For Surveillance Requirements that are new in Amendment No. XXX, the first performance is due at the end of the first Surveillance interval, which begins on the date of implementation of this amendment.
For Surveillance Requirements that existed prior to Amendment No. XXX whose intervals of performance are being reduced, the first reduced Surveillance interval begins upon completion of the first Surveillance performed after implementation of this amendment.
For Surveillance Requirements that existed prior to Amendment No. XXX that have modified acceptance criteria, the first performance is due at the end of the first Surveillance interval that began on the date the Surveillance was last performed prior to the implementation of this amendment.
For Surveillance Requirements that existed prior to Amendment No. XXX whose intervals of performance are being extended, the first extended Surveillance interval begins upon completion of the last Surveillance performed prior to implementation of this amendment.
License Condition 2.C.10 is requested to be consistent with a License Condition added to the Operating Licenses of the utilities that have converted to the ITS.
Document Control Desk Page 3 2.C.10 Removed Details and Requirements Relocated to Other Controlled Documents License Amendment No. X)(X authorizes the relocation of certain Technical Specifications to other licensee-controlled documents.
Implementation of this amendment shall include relocation of the requirements to the specified documents, as described in (1) Section 5.0 of the NRC staff's Safety Evaluation, and (2) Table LA, Removed Detail Changes, and Table R, Relocated Specifications, attached to the NRC staffs Safety Evaluation, which is enclosed in this amendment.
NMC requests approval of the proposed license amendment before May 31, 2006, with an implementation period of at least 150 days, to support implementation of the ITS by the end of September 2006. After approval of the proposed license amendment, NMC will notify the NRC when ITS implementation actions are completed.
This letter makes no new commitments or changes to any existing commitments.
