Commitment Completion Date Change (TAC Nos. MB9825 and MB9826)
By letter dated December 30, 2005, Nine Mile Point Nuclear Station, LLC (NMPNS) notified the NRC that the alternate source term (AST) license amendment request (LAR) for Nine Mile Point Unit 1 would not be submitted by December 31, 2005 (as previously stated in the NMPNS letter dated January 31, 2005), and that revised submittal dates for the Nine Mile Point Unit 1 (NMP1) and Unit 2 (NMP2) AST LARs would be provided by January 30, 2006.
NMPNS has assessed the activities remaining to complete the AST calculations for NMP1 and NMP2.
This assessment considered technical issues that have been revealed by reviews of other recent AST submittals and associated NRC requests for additional information, and the results of an independent review of the NMPNS AST methodology recently performed by Polestar Applied Technology, Inc. Based on this assessment, NMPNS is revising the dates for submittal of the AST LARs to December 15, 2006 for NMP 1 and May 31, 2007 for NMP2. These changes will allow sufficient time for completion of comprehensive AST analyses and LARs that incorporate appropriate modeling techniques and assumptions. Attachment (1) provides a list of these revised regulatory commitments.
NMPNS believes that the revised AST LAR submittal dates are acceptable based on the responses to Generic Letter 2003-01, Items 1(a) and 2, that were previously provided in the NMPNS letter dated January 31, 2005. These responses are summarized below.
- NMP 1 - License condition 2C(4) requires potassium iodide (KI) to be available to the control room operators. Procedural controls exist to provide direction for the determination of need and for the administration of KI to the NMP 1 control room operators. These procedural controls will remain in place until the NMIP1 AST LAR is approved and implemented.
- NMP2 - An evaluation using AST methodology (within the guidelines of the January 30, 2004 NRC letter to NEI titled "NEI Draft White Paper, Use of Generic Letter 91-18 process and Alternate it-ma)

In addition, KI is available, and procedural controls exist to provide direction for the determination of need and for the administration of KI to the NMP2 control room operators.
