Nine Mile Point Nuclear Station Unit Nos. 1 & 2; Docket Nos. 50-220 & 50410 Response to NRC Generic Letter 2003-01, Control Room Habitability -
Commitment Completion Date Change (TAC Nos. MB9825 and MB9826)
On June 12, 2003, the NRC issued Generic Letter (GL) 2003-01, "Control Room Habitability,"
requesting all addressees to submit information demonstrating that the control rooms at their facilities comply with the current licensing and design bases, and applicable regulatory requirements, and that suitable design, maintenance, and testing control measures are in place for maintaining this compliance.
By letter dated August 11, 2003 (NMP1L 1752), Nine Mile Point Nuclear Station, LLC (NMPNS) provided the 60-day response to GL 2003-01 for both Nine Mile Point Unit 1 (NMP1) and Unit 2 (NMP2). Responses to Items l(a), l(b), 1(c), 2, and 3 of GL 2003-01 were subsequently submitted by letter dated January 31, 2005 (NMPIL 1918). Attachment 3 to the January 31, 2005 letter provided a list of all regulatory commitments contained in the correspondence including a commitment to implement a control room integrity program at NMP1 and NMP2 by September 30, 2005.
The purpose of this letter is to notify the NRC that the NMP1 and NMP2 control room integrity programs were not implemented by September 30, 2005. The NRC Senior Resident Inspector was verbally notified on September 30, 2005. Although the program documents governing the control room integrity program were issued by September 30, NMPNS did not consider program implementation complete because appropriate station personnel had not been briefed on new procedural requirements associated with the program. As of December 12, 2005, these briefings have been completed, the associated procedural requirements have been made effective, and NMPNS considers the control room integrity program implemented.
