PRELIMINARY LICENSE AND SAFETY EVALUATION REPORT FOR THE HUMBOLDT BAY INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L23683)
Dear Ms. Jacobs:
By letter dated December 15, 2003, as supplemented, the Pacific Gas and Electric Company (PG&E) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) requesting a site specific license in accordance with 10 CFR Part 72 for an Independent Spent Fuel Storage Installation (ISFSI) at the Humboldt Bay Power Plant. As a result of our review of your application, as revised and supplemented, the NRC staff has prepared a preliminary License and Safety Evaluation Report (SER) pursuant to the requirements of 10 CFR Part 72. Enclosed is a copy of the preliminary License and SER for PG&Es review and identification of any inaccuracies and/or omissions. You are requested to respond with any comments no later than September 16, 2005.
Please note that issuance of the final 10 CFR Part 72 license for the Humboldt Bay ISFSI is subject to completion of the NRC staffs environmental and security reviews, which will be transmitted to you under separate cover. If you have any comments or questions concerning this request, please contact me at (301) 415-1336.
