- Average rainfall - 7.26 in. /yr (Desert Environment)
- Average Evaporation Rate - >42 in. /yr Facility Design
- Facility is a Subtitle C RCRA hazardous waste disposal facility permitted by the State of Idaho (EPA Agreement State)
- Has received radioactive material since 2002, hazardous waste since 1973
- Permitted/regulated for receipt of Radioactive Materials under Idaho Hazardous Waste Management Act and rules issued by the Idaho Department of Environmental Quality - Allowable dose to member of public after site closure -
thk5 mrem/yr TEDE, No separate groundwater standard lwc V"I
- Runoff mitigated by runoff collection, containment and solar evaporation system
- 3.6 meter Cover when a cell is closed consisting of compacted soil & 40 mil HDPE liner
- 61 meter thick unsaturated zone between the base of the disposal cell and groundwater
- 31 meter thick contaminated zone
- Currently Operating Cell #15:
o Designed for 3.6 Million Cubic Yards aA-Ac dI X-tA~l l)o (
o 2 polyethylene liners with leak detection system between liners at the cell J bottom, additional clay banier layer below the poly liners Post-Closure Plan
- As required for RCRA disposal facilities o Post Closure Monitoring for 30 years Radiation Protection- Program - Operational
- Airborne Effluents Monitoring
-
- Site Personal dose monitored/mainl:ained below 400 mrem/yr (Basis for Waste Acceptance Criteria)

- Utilize RESRAD Version 6.21 Ar'tis Je V)vlAs OI C\(a
- Input Parameters: (As utilized in Kaiser Aluminum 40.13 submittal) o Cover Depth: 3.6 meters o Thickness of Contaminated Zone: 31 meters o Unsaturated Zone Thickness: 61 meters(measured depth to water table) t' - oo Area of Contaminated Zone: 88,220 square meters Length parallel to aquifer flow: 543 meters o Hydraulic gradient of the saturated zone: 0.007 e, TA- ge o Hydraulic conductivity of the saturated zone: 6.7 m/yr vkkLLL AC)t' oo Evapotranspiration Contaminated zone hydraulic conductivity 31.6 m/yr coefficient (0.75), precipitation (0.184 rn/yr) o Density of cover: 1.78 g/cc (Based on average cover material) 1jj o Cover Total Porosity: 0.412 (Based on average cover material)
~ U1--%11) / o Cover volumetric water content: 0.0265 (Based on average cover material) o Cover erosion rate: 0.0001 in/yr (Based on lack of precipitation & cover materials of construction) o Use RESRAD default values for all other parameters
_U I o Unlike Kiaser Aluminum, propose to use RESRAD defaults for:
TT Cover radon diffusion coefficient Contaminated zone radon diffusion coefficient Building Air Exchange rate Precedent for 20.2002 for CY type of waste material a Big Rock Point decommissioning waste disposal at a State of Michigan licensed Type 11 landfill
- Utilized RESRAD Version 6.0QA]I input Parameters were RESRAD Defaults except:
o 18" infiltration layer and 24 erosion assumed intact at end of 30 year post closure monitoring period
