5 Attached is a letter to Entergy dated 11/2/05 which transmitted Vermont Yankee EPU draft safety evaluation Revision 1 (public and non-public versions). The letter explains the differences betwee Revision 0 and Revision 1. I've also attached the publicly available version of the draft SE (Enclosure 1 to the letter). A hard copy of the letter and draft SE are being mailed to you separately. I will call you later this morning to confirm you received the electronic copy.
With regard to your concerns about the ACRS meeting being held during the day, as noted in the Federal Register notice for the meeting, the public may also provide written comments (e.g., if they are not able to attend in person).
During the 3/31/04 public meeting in Vernon, Bill Ruland said the NRC would be back to hold another meeting when we were further along in the review process. During the 12/16/04 VSNAP meeting in Brattleboro, Wayne Lanning said there will be a future meeting to discuss the power uprate review. My personal opinion is that this meeting is consistent with those statements and provides the public an opportunity to provide specific comments regarding the review given that the draft SE is now publicly available.

Dear Mr. Ennis,
In our phone conversation last week I expressed concern that the draft SER will only be available to New England Coalition and to the public a very short period of time before the November 15-16 meeting of the ACRS Sub-Committee on Thermal-Hydraulics. By this E-mail message, I am reaffirming that we are very concerned that we will not have adequate time to the review the draft SER or pass it before our consulting experts for their review before the meeting. As of, November 1, it had not yet been posted in ADAMS or in the Electronic Hearing Docket. Please make every effort to provide it to us as soon as it is ready.
In addition, I expressed concern that combining the public meeting promised in 2004 by the staff and a meeting of the ACRS Sub-Committee would be confusing and counter-productive; not the least because the purposes of the two meetings are quite different. You promised that you would discuss this at NRC and get back. While, I have been waiting, I received a call from a New England reporter who reminded me that meetings scheduled for work day/ work hours preclude participation by the majority of othervise interested persons.
I remain, as you may imagine, anxious for a response.
