Entergy proposed change to license condition 3.L Steve/Jim/Devender, The letter we sent Entergy on 10/12/05 included the following wording for license condition 3.L, "Transient Testing:"

"During the extended power uprate (EPU) power ascension test program and prior to exceeding 168 hours0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> of plant operation at the nominal full EPU reactor power level, with feedwater and condensate flow rates stabilized at approximately the EPU full power level, Entergy Nuclear Operations, Inc. shall confirm (1) through performance of transient testing that the loss of one condensate pump will not result in a complete loss of reactor feedwater and (2) through performance of additional transient testing, or analysis of the results of the testing conducted in (1) above, that the loss of one reactor feedwater pump will not result in a reactor trip."

Entergy plans to respond to the 10/12/05 letter by COB on Monday 10/17. The attached email provides their proposed changes to the license condition. Since you're not available today, Entergy would like to discusss the proposed changes with SPLB on Monday morning. Please let me know if you can support a call at 8:30 am.

Following is a DRAFT proposed rewrite of "L: Transient testing" for discussion purposes:

During the [EPUJ...[ENO] shall: (1) confirm through performance of transient testing that the loss of one condensate pump will not result in a complete loss of reactor feedwater. (2) Within 30 days at nominal full-power operation following successful performance of the test in (1) above, through performance of additional transient testing, or analysis of the results of the testing conducted in (1) above, confirm that the loss of one reactor feedwater pump will not result in a reactor trip.
