DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3, AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 - ALTERNATIVE SOURCE TERM AMENDMENT REQUEST (TAC NOS. MB6530, MB6531, MB6532, AND MB6533)

Dear Mr. Crane:

By letter dated October 10, 2002, Exelon Generation Company (Exelon) submitted an amendment request to support application of an alternative source term (AST) at Dresden Nuclear Power Station, Units 2 and 3, and Quad Cities Nuclear Power Station, Units 1 and 2.

In response to staff requests for additional information (RAIs), Exelon provided supplements to the October 2002 application on March 21, March 28, August 4, September 15, October 31, 2003, June 30, August 6, September 3, September 10, September 22, November 2, November 5, 2004, and March 3, August 22, and September 3, 2005.

The staff held a public meeting with Exelon representatives on August 29 and 30, 2005, at the NRC offices to discuss the August 22, 2005, response to the NRC staff's RAI transmitted in a July 22, 2005 letter. The summary of this meeting, dated September 12, 2005, may be found in ADAMS under accession number ML052510437. In the August 22 submittal and as discussed at the August 29 and 30th meeting, Exelon made extensive revisions to the calculations for all four design basis accidents (loss-of-coolant accident, fuel handling accident, control rod drop accident, and main steam line break accident) involved in the amendment review.

Given the extent of the revisions and re-analyses involved, the staff has decided to re-start its review of this license amendment application with the receipt of the August 22, 2005, Exelon RAI response letter. This letter documents the closure of the above TAC numbers. The NRC staff will continue its review using TAC numbers MC8275, MC8276, MC8277, and MC8278.
