Dear Mr. Hinnant:

By letter dated March 4, 2005, Carolina Power & Light Company (the licensee, also doing business as Progress Energy, Inc.) provided the 90-day response to U. S. Nuclear Regulatory Commission (NRC) Generic Letter (GL) 2004-02 for Shearon Harris Nuclear Power Plant, Unit 1 and H. B. Robinson Steam Electric Plant, Unit 2. The GL requested the licensee perform an evaluation of the emergency core cooling system and containment spray system recirculation functions in light of the information provided in the GL and, if appropriate, take additional actions to ensure system function. Additionally, addressees were requested to submit to the NRC the information specified in the GL.

The NRC staff has completed its preliminary review of your response and has determined it needs additional information requested in the enclosure to complete our review.

This RAI requests additional information about your overall plans and schedules and not any information on detailed plans or extensive analyses. In light of this, please provide the additional information requested in the enclosure within 45 days of receipt of this letter.

ROBINSON STEAM ELECTRIC PLANT, UNIT 2 DOCKET NOS. 50-400 AND 50-261 By letter dated March 4, 2005, Carolina Power & Light Company (the licensee, also doing business as Progress Energy, Inc.) provided the 90-day response to U. S. Nuclear Regulatory Commission (NRC) Generic Letter (GL) 2004-02 for Shearon Harris Nuclear Power Plant, Unit 1 and H. B. Robinson Steam Electric Plant, Unit 2. The GL requested that addressees perform an evaluation of the emergency core cooling system and containment spray system recirculation functions in light of the information provided in the GL and, if appropriate, take additional actions to ensure system function. Additionally, addressees were requested to submit to the NRC the information specified in the GL. The staff has completed its preliminary review of your response and has determined it needs the following additional information to complete our review:

On page 3 of Enclosure 1 of your GL 2004-02 response you stated that the scheduled date for analyzing the components susceptible to the downstream effects of post-accident debris blockage and the operation with debris laden fluid for Shearon Harris, Unit 1 and H. B.

Robinson, Unit 2 is November 7, 2006. This date is beyond the requested date in GL 2004-02 for reporting to the NRC.

Please explain why these analyses will not be completed in time to support the September 1, 2005, response and describe the impact of not completing these analyses on your ability to meet the December 31, 2007, corrective action completion date.

With an incomplete analysis, it is unclear how you will be able to provide the requested information in the GL. Please describe how your September 1, 2005, response will be responsive to the information request in GL 2004-02.
