The American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Section Xl, Article IWA-6000 requires that inservice inspection reports be submitted within 90 days following the completion of the most recent refueling outage. The most recent refueling outage for Palisades was completed on November 17, 2004.
Summary of Commitments This letter contains no new commitments and no revisions to existing commitments.

2004 INSERVICE INSPECTION 3-7 PALISADES NUCLEAR PLANT Summary Inservice Inspection 3-7 was conducted during the period of April 18, 2003, through November 17, 2004, in accordance with Section 5.5.7 of the Palisades Nuclear Plant Technical Specifications. The American Society of Mechanical Engineers (ASME)
Boiler and Pressure Vessel (B&PV) Code, Section Xl, 1989 Edition controlled the inspections and provided the acceptance criteria for these examinations. Included in this report are two separate sections. Section 1 details the examinations that were performed and provides the final inspection results. Section 2 provides a listing of the repairs and replacements that have been performed over the last operating cycle and during the refueling outage. The attached NIS-2 forms document these repairs and replacements.
Inspection Activities This was the first examination of the third period of the third inspection interval. Areas examined during this inspection included reactor vessel head penetrations and pressurizer penetrations. Various components of the primary coolant system, engineered safeguards system, main steam system, main feedwater system and support systems, as identified in the attached Non-destructive Examination (NDE)
Results Summary Report, were also examined.
The examinations were performed using ultrasonic (UT), liquid penetrant (PT), and visual techniques. The examinations were conducted by the Consumers Energy non-destructive testing (NDT) services department, and Framatome ANP examination personnel, using site-approved procedures. Examinations were performed by personnel qualified in the NDT process, in accordance with the requirements of ASME Section Xl, IWA-2300.
