In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT - UNITS 1 AND 2 - SUPPLEMENTAL RESPONSE TO THE DESIGN BASIS THREAT ORDER PHYSICAL SECURITY PLANS - NRC ORDER EA-03-086 (TAC NOS. MC2972 AND MC2973)

The purpose of this letter is to provide the Physical Security Plan including the Training and Qualification Plan and the Safeguards Contingency Plan. This plan included in the enclosure supercedes TVA's proposed Physical Security Plan dated April 29, 2004, pursuant to the subject Order and includes proposed changes in response to NRC's requests for additional information.

In TVA's letter to NRC dated September 1, 2004, TVA stated that the force-on-force exercises shall follow the guidance of NEI 03-09 (Revision 1), January 2004. As stated in the supplemental Physical Security Plan TVA will follow the guidance of NEI 03-09 (Revision 2), April 2004. This response contains Safeguards Information as defined in 10 CFR 73.21.

TVA therefore, requests that the enclosure be withheld from public disclosure.
