SUMMARY
OF MEETING HELD ON JULY 27, 2004, WITH THE BOILING WATER REACTORS OWNERS GROUP (BWROG) TO DISCUSS PILOT APPLICATIONS FOR OPTION 3 (TAC NO. MC3042)
On July 27, 2004, the BWROG met with the NRC staff to discuss future potential application of Option 3, as outlined in Licensing Topical Report (LTR) NEDO-33148, "Separation of Loss of Offsite Power [LOOP] from Large Break [LB] LOCA," dated April 27, 2004. During the acceptance review of LTR NEDO-33148, the NRC staff noted that a pilot plant-specific application would provide pertinent analysis and data that could assist in the review of the subject LTR.
During the meeting, the BWROG indicated interest from three licensees that may potentially participate in the pilot application. Representatives from the licensees were present at the meeting. The goal of this meeting was to determine the scope of a plant-specific review, and establish a feasible timeframe for submittals. The NRC staff asked the BWROG to describe its general approach to the application, while providing feedback of the staffs expectations. Key issues discussed during the meeting were:
The number of pilot applications submitted for review within the timeframe.
The general bounding approach proposed by the BWROG, as described in the LTR, and the staffs continuing concern that the bounding approach does not provide for adequate plant-specific analyses.
The possibility of piloting Regulatory Guide 1.200, "Determining the Adequacy of PRA Results for Risk-informed Activities," in licensees pilot submittals.
The staffs requirements for computer code review in applications.
S. Dembek The BWROG also agreed that NRC staff questions regarding material referenced in the LTR (e.g., Electric Power Research Institutes work on double sequencing and NRCs Office of Regulatory Researchs work on LBLOCA/LOOP frequencies) will be directed to the BWROG.
By the meeting's conclusion, the BWROG had expressed that it gained a better understanding of the NRC staff's concern and the preliminary scope of the pilot application reviews. The NRC staff also better understood the BWROG's proposed general approach to plant-specific applications in reference to LTR NEDO-33148.
