April 12, 2005 Mr. Joseph E. Conen, Chairman BWR Owners Group DTE Energy-Fermi 2 200 TAC 6400 N. Dixie Highway Newport, MI 48166
SUBJECT:
REVISED ACCEPTANCE OF BOILING WATER REACTOR OWNERS GROUP (BWROG) LICENSING TOPICAL REPORT NEDO-33148, "SEPARATION OF LOSS OF OFFSITE POWER FROM LARGE BREAK LOCA" FOR REVIEW (TAC NO. MC3042)
Dear Mr. Conen:
By letter dated April 6, 2004, the BWROG submitted for U.S. Nuclear Regulatory Commission (NRC) staff review Licensing Topical Report (LTR) NEDO-33148, "Separation of Loss of Offsite Power from Large Break LOCA." By letter dated July 20, 2004, the NRC staff accepted LTR NEDO-33148 for review.
Due to a diversion of resources to high priority rulemaking activities, the NRC staff will not be able to begin review of LTR NEDO-33148 per the original schedule, and anticipate a delay of approximately nine months before beginning its review. As noted during the NRC staffs initial acceptance call with the BWROG, it is desirous to have the same personnel currently engaged in these rulemaking activities perform the review for LTR NEDO-33148 in order to maintain a synergistic environment among the subjects experts. As a result, the impact on the overall schedule for review for LTR NEDO-33148 is as follows:
Review of the subject LTR will not begin until October 3, 2005. The staff expects to issue requests for additional information by December 5, 2005, and complete its review by August 2006.
Sincerely,
/RA/
