OF FEBRUARY 14, 2006, OPEN MEETING WITH BOILING WATER REACTORS OWNERS GROUP, ON NEDO-33148, SEPARATION OF LOSS OF OFFSITE POWER FROM LARGE BREAK LOCA (TAC NO. MC3042)
On February 14, 2006, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Boiling Water Reactors Owners Group (BWROG) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the review of NEDO-33148, Separation of Loss of Offsite Power [LOOP] from Large Break LOCA [loss-of-coolant accident]." A list of attendees is enclosed.
The purpose of the meeting was to clarify the intent of the topical report (TR) and clarify and discuss two sets of NRC staff requests for additional information (RAIs). See Agencywide Document Access and Management (ADAMS) Accession No. ML060520255 for the meeting slides.
The BWROG intends to work with the NRC staff to implement lessons learned from other risk-informed applications, they plan to reformat the TR to Regulatory Guide 1.174 "An Approach for Using Probabilistic Risk Assessment [PRA] in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis" guidance, and expand Chapter 9 (plant-specific implementation guide) of the TR in order to address key NRC staff concerns, PRA quality, and parametrics. Additional demonstrations/sensitivity studies could be accommodated in the Lead Plant submittal.
The BWROG expressed concern that NRC staff direction, based on RAIs, is not compatible with original TR intent. The RAIs requested extensive new bounding analyses for both PRA and thermal-hydraulic assessment. Current NRC staff direction in the RAIs appears different from the original understanding of the TRs purpose. The BWROG explained in more detail that the intent of this TR is to provide the technical and regulatory basis for an exemption request and licensee guidance for implementation. The TR uses other published reports, both NRC and Industry, for justification of several important assumptions made in this study, e.g., large-break LOCA probability, consequential/delayed LOOP, and double sequencing of electrical loads. The TR could be referenced by any BWR licensee in a specific Section 50.12 of Title 10 of the Code of Federal Regulations exemption request without the need to perform
extensive plant specific analyses. The use of TR should help streamline the NRC staffs review of the individual submittals.
Based on the information provided by the BWROG and the explanation of the intent of the TR, the NRC staff agreed that a revision of one of the sets RAIs is required. The RAIs issued on December 2, 2005 (ADAMS Accession No. ML053330380), will be revised and reissued to the BWROG by March 31, 2006. No revisions were needed to the set of RAIs issued on December 21, 2005 (ADAMS Accession No. ML053540094).
A planned session to discuss NRC staff comments to Electric Power Research Institute reports 1009110 and 1007966, submitted to the BWROG on September 28, 2004 (ADAMS Accession No. ML042600254) was cancelled. The BWROG's preliminary responses were provided to the NRC staff in the meeting slides, but they were not reviewed or discussed during the meeting.
