DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO LICENSE AMENDMENT REQUEST (TAC NO. MC0366)
Dear Mr. Bezilla:
By letter dated August 11, 2003, FirstEnergy Nuclear Operating Company requested a license amendment to relocate Surveillance Requirement (SR) 4.5.2.f from the Technical Specifications to the Technical Requirements Manual. SR 4.5.2.f requires periodic performance of a vacuum leakage rate test of the watertight enclosure for valves DH-11 and DH-12.
The U.S. Nuclear Regulatory Commission (NRC) staff has found that additional information as discussed in the enclosure to this letter, is needed to complete its review of your application.
This request is from a different technical review branch than previously have requested additional information.
The NRC staff developed the enclosed question and forwarded it to your staff on May 3, 2004.
This question was discussed with your staff and it was agreed that you would provide a response 60 days from the date of this letter. If our understanding is not correct, please contact me at (301) 415-3027 at the earliest opportunity.

Associated with the proposed surveillance requirement is a change reducing the surveillance frequency. Provide additional information regarding the assessment of the change in risk of the proposed surveillance frequency change.
