Supplemental Information Regarding License Amendment Application to Modify Technical Specification 3/4.5.2, Emergency Core Cooling Systems - ECCS Subsystems - Tayg 2 280 'F (License Amendment Request No. 03-0004; TAC No. MC0366)
Ladies and Gentlemen:
On August 11, 2003, the FirstEnergy Nuclear Operating Company (FENOC) submitted an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1, Operating License Number NPF-3, Appendix A Technical Specifications, regarding a proposed modification to Technical Specification (TS) 3/4.5.2, "Emergency Core Cooling Systems - ECCS Subsystems - Tayg 2 280 'F." This TS Section includes Surveillance Requirement (SR) 4.5.2.f, which requires each ECCS Subsystem to be demonstrated operable by performing a vacuum leakage rate test of the watertight enclosure for Decay Heat Removal System valves DH-1 1 and DH-12 that assures the electric motor operators on valves DH-1 1 and DH-12 will not be flooded for at least seven (7) days following a Loss-of-Coolant Accident (LOCA). The proposed amendment (DBNPS letter Serial Number 2834) would allow the relocation of SR 4.5.2.f to the DBNPS Updated Safety Analysis Report (USAR) Technical Requirements Manual (TRM). Supplemental information was submitted by letter dated January 9, 2004 (DBNPS letter Serial Number 2996).
On February 17, 2004, FENOC received an informal request for additional information regarding the license amendment application. Enclosure I provides the response to this request. This supplemental information does not affect the conclusion of the license amendment application that the proposed changes do not involve a significant hazards consideration and do not have an adverse effect on nuclear safety.

The proposed relocation of Surveillance Requirement (SR) 4.5.2.f from the Technical Specifications (TS) to the Updated Safety Analysis Report Technical Requirements Manual (TRM) lacks a justification that the TS Limiting Condition for Operation (LCO) 3.5.2.d requirement can be accomplished without the relocated SR in TS.
DBNPS Response to Question:
Technical Specification (TS) Limiting Condition for Operation (LCO) 3.5.2 requires that two independent Emergency Core Cooling System (ECCS) subsystems be operable, with each subsystem comprised of: (a) one operable High Pressure Injection (HPI) pump, (b) one operable Low Pressure Injection (LPI) pump, (c) one operable decay heat cooler, and (d) an operable flow path capable of taking suction from the Borated Water Storage Tank (BWST) on a safety injection signal and manually transferring suction to the containment sump during the recirculation phase of operation.
The associated TS Bases states that each ECCS subsystem consists of one HPI train, one LPI train (including the associated decay heat cooler), and the necessary piping, valves, instrumentation and controls to provide the required flow paths from the BWST or the containment emergency sump to the reactor vessel.
Based on the above, the requirements of LCO 3.5.2.d concern the ECCS suction flow path from the BWST or from the containment emergency sump to the reactor vessel. This flow path does not go through Decay Heat (DH) dropline valves DH-1 1 and DH-12 that are the subject of SR 4.5.2.f. Rather, these dropline valves are in the flow path used for the normal DH removal suction and for boric acid precipitation control, if required. Existing SR 4.5.2.d.2.b provides for testing the transfer of the ECCS flow path from the BWST to the containment emergency sump, and this SR is not being relocated. A simplified diagram depicting these flow paths is provided in the attachment. Accordingly, the relocation of SR 4.5.2.f from the TS to the TRM will not affect compliance with LCO 3.5.2.d.
