Measurement and Approximations of Total Radioactivity
- a.
Fission and Activation Gases:

Particulates:
The Units 2/3 and Unit 1 Chimneys, Units 2/3 Reactor Building Vent and Unit I Chemical Cleaning Building effluents are continually sampled for iodines and particulates. These samples are pulled weekly and analyzed by gamma isotopic. The particulate filters are composited and sent to a vendor for gross alpha, Sr-89/90, and Fe-55 analysis. Noble gas grab samples are obtained and analyzed by gamma isotopic weekly. Tritium samples are obtained and analyzed monthly.
For the Units 2/3 Chimney and Units 2/3 Reactor Building Vent effluents, the average flow at the release points is used to calculate the Curies released. For the Unit I Chimney and Unit 1 Chemical Cleaning Building effluents, the design basis flows are used to calculate Curies released.
- d.
Liquid Effluents:
The river discharge tanks are analyzed by isotopic prior to discharge. A representative portion of this sample is saved and composited with other discharges that occur during the sampling period. The composite is sent to a vendor for analyses of gross alpha, H-3, Fe-55, and Sr-89/90 content.
The tank volumes and activities are used to calculate the diluted activity released at the discharge point from batch discharges.

Less than the lower limit of detection (<LLD)
Samples are analyzed such that the ODCM LLD requirements are met. When a nuclide is not detected then <LLD is reported.
- f.
Equipment out-of-service (1) On September 5, 2003 at 1057, continuous monitoring for Unit 2/3 Chimney Noble Gas was interrupted when the Unit 2/3 System Particulate, Iodine, and Noble Gas monitor (SPING) was out of service for approximately 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> due to a failure of the gamma background channel (channel 8). The condition was identified immediately on September 5, 2003 (Reference Dresden Station Condition Report 174515 and Work Request 110961). The monitor was returned to operable status on September 5, 2003 at 1158 when the background channel was restored during troubleshooting. Particulate and iodine samples continued to collect as required throughout the period the noble gas channel was inoperable.
- g.
Estimation of Data/Corrections:
(1) On April 30, 2003, the weekly Unit 2/3 Chimney iodine sample was analyzed using an incorrect geometry.
The iodine cartridge geometry was not available and the sample was counted using the particulate filter geometry. When the sample was reanalyzed using the proper geometry, the LLD for I-133 could not be met due to the decay of the sample. The condition was identified on May 16,2003 (Reference Dresden Condition Report 159252). The significance of the error is small. The two geometries are similar, and a comparison of long-lived nuclide activity on counts performed between the two geometries demonstrated reasonable agreement (within approximately +/-25%). The value reported from the initial count using the particulate filter geometry was used to estimate the 1-133 concentration.

(2) On July 23, 2003, the weekly Unit 2/3 Chimney iodine sample did not meet the I-131 LLD required by site procedures due to short sample collection time (4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />) and subsequent small sample volume. The sample Minimum Detectable Activity (MDA) for I-131 of 1.84E-12 pCi/cc was above the required LLD of 1.00E-12 ItCi/cc. The condition was identified on August 12, 2003 (Reference Dresden Condition Report 171265). The I-131 value for this sample was estimated using the concentration derived from the next iodine sample, drawn during the period of July 23 to 24. ODCM Table 12.4-1 notation (3) allows LLD's to be increased by a factor of 10 when samples are collected for short periods of time, so the requirements of the ODCM were met.
(3) On November 14, 2003, the weekly Unit 2/3 Chimney iodine sample did not meet the I-131 LLD required by site procedures due to short sample collection time (less than 11 hours1.273148e-4 days <br />0.00306 hours <br />1.818783e-5 weeks <br />4.1855e-6 months <br />) and subsequent small sample volume.
The sample MDA for I-131 of 1.4133E-12 pCi/cc was above the required LLD of 1.00E-12 ilCi/cc. The condition was identified on December 19,2003 (Reference Dresden Condition Report 192236). The I-131 concentration for this sample was estimated to be the MDA value (1.4133E-12 ptCi/cc) for the purposes of reporting. ODCM Table 12.4-1 notation (3) allows LLD's to be increased by a factor of 10 when samples are collected for short periods of time, so the requirements of the ODCM were met.
(4) On December 11, 2003 at 0300, the Unit I Chemical Cleaning Building sample pump tripped due to a loss of power to the building. The sample pump could not be restarted due to malfunction. Ventilation for the IRSF was secured. This condition was identified immediately on December 11, 2003 (Reference Dresden Condition Report 190128). It is estimated that no activity was released during the short time after the sample collection was secured and the ventilation system was shut down.

The highest storm drain concentration measured during 2003, 1016 pCiA, was used for all of 2003. The total activity released is based on an estimated typical discharge flow of 10 gallons per minute. An estimated 2.02E-02 Ci of H-3 may have been released into the environment.
Various storm sewer locations on-site are periodically analyzed for Tritium.
A.2.
Grab samples of the Wastewater Treatment System effluent are routinely collected and analyzed for radioactivity. Gamma spectroscopy analysis identified Mn-54 on several samples taken in December 2003. A total of l.I9E-04 Ci is estimated to have been released via this pathway.
B.l The Unit I Main Turbine Floor (MTF) is used as an area to work on contaminated equipment. The ventilation, which exhausts through the Unit I Main Chimney, is no longer operational and the floor is at ambient pressure with the outside environment. With radiological work activities being performed on the MTF, the potential exists for airborne activity to be released to the environment through various potential release points. The estimated release through these points is 3.6E-05 Ci per year of Cs-137.
B.2 The Chemistry Hotlab ventilation exhausts directly into the environment without any monitoring. The calculated release to the environment is 5.99E-04 Ci of noble gases and 4.12E-05 Ci of iodines/particulates.
B.3 The Unit 2/3 heating steam system has low-level contamination present. During operation of the system, some steam is vented directly into the environment. A total activity of 1.91E-06 Ci is estimated to have been released to the environment from this system during 2003.
B.4 Past radiological surveys have identified low-level contamination in the East Turbine Building Ventilation ductwork. This system vents directly to the environment, therefore, a postulated release is calculated. A total activity of 3.77E-05 Ci is estimated to have been released to the environment from this system during 2003.
