SUBJECT:

SUMMARY

OF MEETING ON JUNE 19, 2003, TO DISCUSS THE LICENSEES MODIFICATIONS TO THE HIGH PRESSURE INJECTION PUMPS On June 19, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with FirstEnergy Nuclear Operating Company (the licensee), representatives at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, MD. The meeting was also video-conferenced with NRC staff at Region III. The purpose of the meeting was to discuss the licensees planned modifications to the Davis-Besse high pressure injection (HPI) pumps to address the issue of possible debris clogging of a cooling port to the hydrostatic bearing. The meeting was a Category 1 public meeting with an audioconference bridge available for those unable to attend in person. The licensees presentation slides are available on the NRC Web site for the meeting. Enclosure 1 is a list of attendees.

The licensees presentation included background information on the HPI pumps, planned modifications to the pumps, and testing planned for the pump modification design. The licensee mentioned that the French had moved the supply port as they were contemplating doing, and that the licensee was trying to obtain information regarding the French pump design and modification. The licensee stated that the first critical operating speed of their pumps was at 3900 rpm and that at a clearance of 2X, the critical operating speed reduced to 3300 rpm.

The licensees contractor was performing analyses concerning the above as the pumps operating speed is 3600 rpm. The licensee stated that the hydraulic performance model would be validated by tests in the plant. The mockup tests are to be performed at Wylie laboratory in Huntsville, Alabama. The licensee expects to complete the self-flushing and clearance tests within the week.

In response to a staff question, the licensee stated that a Failure Modes and Effects Analysis will be available for NRC staff review. In response to another staff question, the licensee stated that the internal strainer would be constructed of austenitic stainless steel and if the strainer were to be destroyed, the debris would flow through the pump. The meeting ended with the staff stating that it would continue to follow the licensees modification design.
