This letter withdraws a portion of proposed Technical Specifications (TS) change 405.

By letter dated July 31, 2002, (Reference 1) TVA submitted a license amendment that supports a full scope application of an Alternative Source Term (AST) following Regulatory Guide 1.183, Alternative Source Terms for Evaluating Design basis Accidents at Nuclear Power Reactors." The AST analysis does not

U.S. Nuclear Regulatory Commission Page 2 July 17, 2003 take credit for the absorption of elemental iodine by the Standby Gas Treatment system and Control Room Emergency Ventilation system charcoal filters. Consequently, as part of the TS change, TVA proposed deletion of TS 5.5.7, Ventilation Filter Testing Program, Sections b and c, and revision of Section d.

To facilitate the NRC review of TS-405, TVA hereby requests that the NRC disregard the discussion describing the changes to TS 5.5.7 on page 2 of the cover letter, and pages E1-3 and E1-14 of Enclosure 1. Accordingly, TVA withdraws the changes proposed to BFN TS pages 5.0-15 and 5.0-16, Unit 1 Amendment 253, Unit 2 Amendment 255, and Unit 3 Amendment 251. The AST analysis will continue to take no credit for the removal of iodine by the charcoal filters. TVA reviewed the No Significant Hazards Consideration Determination and the Environmental Impact Consideration in TS-405 (Reference 1) and determined they remain valid.
