SUMMARY

OF APRIL 30, 2003, MEETING TO DISCUSS NON-SEISMIC PIPING IN THE AUXILIARY BUILDING (TAC NOS. MB6651, MB6652, AND MB6653)

On April 30, 2003, the Nuclear Regulation Commission (NRC) met with Duke Energy Company (the licensee) to discuss the licensees November 1, 2002, submittal on non-seismic piping in the auxiliary building and the associated requests for additional information (RAIs). A list of the attendees is enclosed. The November 1, 2002, submittal; the NRCs RAIs; and the handouts provided by the licensee are accessible electronically from the Agencywide Documents Access and Management System (ADAMS) Public Electronic Reading on the internet at the NRC Web site, http://www.nrc.gov/reading-rm/adams/html. The accession number for the November 1, 2002, submittal is ML023180409; the accession numbers for the RAIs are ML030440183 and ML030720040; and the accession number for the licensees handouts is ML031220331.

The licensees November 1, 2002, submittal proposes that, in the event of the maximum hypothetical earthquake, failure of the non-seismic piping in the auxiliary building would not adversely impact safety-related equipment that is required for safe shutdown. The licensees proposal is based on a risk-informed justification. To support this justification, the licensee developed a fragility value for the Oconee piping based on the experience of fire protection piping during the Loma Prieta earthquake.

Following are the major concerns raised by the NRC during the meeting:

1. Since the licensee used the entire seismic probabilistic risk analysis in its risk-informed justification, the NRC review will require a greater effort than what was originally anticipated.
2. The licensee has not adequately demonstrated that the piping that experienced the Loma Prieta earthquake is similar to the Oconee piping, especially in the areas of support spacing and type of support.
3. The horizontal spectrum accelerations of the Loma Prieta earthquake do not envelope the Oconee uniform hazard earthquake spectrum accelerations at frequencies other than 7

Hertz. The vertical spectrum accelerations from the Loma Prieta earthquake are significantly lower than the Oconee uniform hazard earthquake spectrum accelerations at frequencies greater than 3 Hertz.

The licensee and the NRC will continue efforts to resolve these concerns.
