OPERATOR LICENSING NATIONAL EXAMINATION SCHEDULE (GENERIC LETTER 89- 03)

Generic Letter (GL) 88-13, dated August 8, 1988, solicited your estimated replacement examination needs for each fiscal year (FY) through 1992 and stated the United States Nuclear Regulatory Commission's (NRC's) intent to implement a national examination schedule beginning in FY 1990 (October 1, 1989). Adopting such a schedule would enable the NRC to more efficiently employ its limited examiner staff while allowing you to plan your training efforts with greater confidence that your licensing examinations will be administered on their designated dates.

The Office of Nuclear Reactor Regulation (NRR) has evaluated your estimated examination needs for FY 1990 and developed the enclosed national examination schedule.

Every attempt was made to schedule examination services at the times you requested; however, if the workload within a region, among facilities of the same vendor type, or nationally was excessive during a particular month, then your designated examination dates were adjusted to eliminate the excessive workload.

Each facility was assigned two examination dates during the fiscal year regardless of how many examinations were indicated in its response to Generic Letter 88-13.

NRR's objective is to administer replacement and/or requalification examinations at each site at approximately 6-month intervals. Although the replacement and requalification examination methodologies are currently too difterent to facilitate concurrent administration of both examinations, NRR is evaluating the potential for adopting portions of the revised requalification methodology in the replacement examination program. When the differences between the two methodologies are reconciled, all normal licensing activities necessary for your facility will be performed during one or both of your designated examination dates.

The NRC regional offices, through direct liaison with your training managers, will schedule examinations within the months assigned on the enclosed national schedule. Every effort should be made to target the assigned examination dates during FY 1990; however, in light of the lead time necessary to revise your training schedules, some deviation from the enclosed schedule will be accommodated. In the absence of documentable, extenuating circumstances, replacement examinations during fiscal years 1991 and beyond will not be rescheduled but will be deferred until the next regularly scheduled site visit. During the period that NRR is evaluating concurrent administration of replacement and requalification examinations, the regions will continue to schedule requalification examinations on a case-by-case basis.

When requalification examinations are added to the schedule, they should be expected with equal regularity.

Your estimates of licensing examination requirements for future fiscal years will be solicited to determine which assigned dates you plan to utilize and the number of candidates to be examined so that NRC may modify its budget and staffing accordingly.
