---o21/63_"_7T48 -FA.A CONGRESS OF THE UNITED STATES January 21, 2 00 3 The Honorable Richard A. Meserve Chairman Nuclear Regulatory Commission Washington, DC 20555
Dear Richard:
I am writing to request the Nuclear Regulatory Commission (NRC) conduct a full review of the deficiencies identified in the independent review of Indian Point Energy Center's emergency preparedness plan.
The review, conducted by James Lee Witt Associates, was undertaken at the request of Governor George Pataki to improve our understanding of the area's ability to respond to a radiological event and to assist our ongoing efforts to strengthen emergency preparedness.
The Witt report found, among other problems, that emergency planning fails to take into account the possibility of a terrorist attack and insufficiently plans for the safe evacuation of local Congressman residents to protect them from radiation poisoning.
Christopher Shays Fourth District Connecticut In light of the significant problems identified by the Witt report, I Offlices:
request that plant operations be temporarily shut-down until the 10 oMddle Street, I1th Floor issues raised by the report are fully resolved. Further, as Bridgeport, CT 0660--4223 Chairman of the Government Reform Subcommittee on National Government Center Security, I anticipate having a hearing on nuclear safety and the 888 Washington Boulevard sufficiency of evacuation plans with a primary focus on Indian Stamford. CT 06901-2927 Point Energy Center.
1126 Longwor th House Office Building Washington, DC 20515---074 In the interim, I urge you to begin the process of resolving these Telephones:
deficiencies.
