I am writing to request the Nuclear Regulatory Commission (NRC) conduct a full review of the deficiencies identified in the independent review of Indian Point Energy Center's emergency preparedness plan.

The review, conducted by James Lee Witt Associates, was undertaken at the request of Governor George Pataki to improve our understanding of the area's ability to respond to a radiological event and to assist our ongoing efforts to strengthen emergency preparedness.

The Witt report found, among other problems, that emergency planning fails to take into account the possibility of a terrorist attack and insufficiently plans for the safe evacuation of local poisoning.
