Application for Renewed Operating License R. E. Ginna Nuclear Power Plant Docket No. 50-244
Dear Mr. Cushing:
Pursuant to U.S. Nuclear Regulatory Commission (NRC) regulations set forth in 10 CFR Parts 50, 51, and 54, Rochester Gas and Electric Corporation (RG&E) hereby applies for the renewal of the Operating License for the R.E. Ginna Nuclear Power Plant. The current Operating License for Ginna Station expires at midnight, September 18, 2009. RG&E requests that the Operating License be extended for twenty (20) years beyond the current expiration date to midnight September 18, 2029. Once approved, the renewed Operating License would be effective immediately.
The enclosed "Application for the Renewed Operating License, R.E. Ginna Nuclear Power Plant" is submitted in accordance with the applicable requirements of 10 CFR Part 54 (i.e.,
Sections 54.17, 54.19, 54.22, and 54.23). This application also meets the timeliness requirements of 10 CFR 2.109(b) and 10 CFR 54.17(c). RG&E believes that the application provides appropriate administrative, technical and environmental information sufficient to support the NRC findings required by 10 CFR 54.29.
As required by 10 CFR 54.2 1(c), actions have been identified that will demonstrate the effects of aging will be adequately managed consistent with the current licensing basis for the period of extended operation. Pursuant to 10 CFR 54.21(b), current licensing basis changes which have a material effect on the content of this application will be identified in an amendment to the application that will be submitted annually while the application is under NRC review, and at least three (3) months prior to the scheduled completion of the NRC review.

Ginna Nuclear Power Plant Application for Renewed Operating License Page 2 In Regulatory Issue Summary (RIS) 2001-005, "Guidance on Submitting Documents to the NRC by Electronic Information Exchange (EIE) or on CD-ROM", the NRC waives the 10 CFR 50.4(c) requirement that licensees and vendors must receive case-by-case approval to submit documents to the NRC electronically by EIE or on CD-ROM. It also waives requirements that multiple copies of documents be submittal to the NRC. RG&E previously communicated to the NRC License Renewal Branch the intent to provide the application using CD-ROM. The NRC indicated that it would be helpful, though not required, if RG&E would provide the NRC with multiple copies of the CD-ROM along with paper copies of selected material. As such, RG&E is including the following with this letter:
- 1. Eighty (80) copies of the CD-ROM titled "Application for the Renewed Operating License, R.E. Ginna Nuclear Power Plant." Each CD-ROM contains the following:
- a. A public domain version of Adobe Acrobat Reader.
- b. A read-me first file () explaining how to use and view the contents of the CD ROM.
- c. The actual application for the renewed operating license.
- d. The Environmental Report associated with the application.
- e. The plant piping and instrumentation drawings depicting the mechanical systems along with a general site plot drawing as necessary to facilitate the application review.
- f. The Ginna Station Updated Final Safety Analysis Report (UFSAR), minus figures, to facilitate the application review.
- 2. One (1) copy of the CD-ROM titled "Application for the Renewed Operating License, R.E. Ginna Nuclear Power Plant," including the Environmental Report, but without the drawings, UFSAR, or any other supporting documentation.
- 3. Enclosure I - Five (5) copies of the "Application for the Renewed Operating License, R.E. Ginna Nuclear Power Plant."
- 4. Enclosure 2 - Five (5) full size copies of the plant piping and instrumentation drawings and a general site plot drawing for use in the review of the application.
- 5. Enclosure 3 - Five (5) copies of the Environmental Report associated with the application.
- 6. Enclosure 4 - A list of those actions related to license renewal aging management committed to by RG&E in the "Application for the Renewed Operating License, R.E.
Ginna Nuclear Power Plant". Any other statements in this submittal are provided for information purposes only and are not considered to be regulatory commitments by RG&E.
The format of the CD-ROMs is consistent with the RIS 2001-005 requirements for EIE.

R.E. Ginna Nuclear Power Plant Application for Renewed Operating License Enclosure 4 The following identifies those actions related to license renewal aging management committed to by RG&E in the "Application for the Renewed Operating License, R.E. Ginna Nuclear Power Plant." Any other statements in this submittal are provided for information purposes only and are not considered to be regulatory commitments by RG&E.
I1. Submit new pressure-temperature limit curves, per Section 4.2.2.
- 2. Implement a Fatigue Monitoring Program to confirm that the number of operating cycles (causing fatigue) are fewer than the plant design cycles, per Section 4.3.1.
- 3. Provide an assessment of the fatigue usage for the nuclear sampling system B.3 1.1 piping, for the period of extended operation, per Section 4.3.2.
- 4. Provide a baseline NDE for the pressurizer surge line by inspecting all circumferential welds, and develop a methodology to employ NRC-approved augmented ISI for pressurizer surge line, or recalculate to determine acceptable CUF, or repair/replace surge line or subcomponents as necessary, per Section 4.3.7.
- 5. Complete environmental qualification calculations to extend the qualified life of EQ components from 40 to 60 years, for those components using the TLAA criteria of 10 CFR 54.21 (c) (ii), per Section 4.4.
- 6. Retension 23 containment tendons as part of the 2005 tendon testing program, per Section 4.5.
- 7. Perform one-time inspections of selected plant equipment to verify that current plant aging management programs are effective in managing the effects of aging, per Sections B.2.1.1, B.2.1.7, and B.2.1.21.
- 8. Enhance the boric acid corrosion surveillance program to include all susceptible components (e.g., carbon/low alloy steel, copper) potentially exposed to boric acid leaks, per Section B.2.1.6.
- 9. Develop a program to periodically assess the condition of non-EQ cables in adverse localized environments, per Section B.2. 1.11.
- 10. Replace or test a representative sample of fire water system sprinklers that have been in service for up to 50 years, per Section B.2.1.14.
- 11. Develop a reactor vessel head penetration inspection program, in concert with industry initiatives, per Section B.2.1.26.
- 12. Participate with industry in helping to develop augmented inspection techniques to detect fine cracks and other changes in dimension in non-bolted components of the reactor vessel internals, per Section B.2.1.27.
