Omaha Public Power District LIC-16-0078 September 14, 2016 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555-0001 Fort Calhoun Station (FCS), Unit 1 Renewed Facility Operating License No. DPR-40 Docket No. 50-285

Subject:

Revision to Response to Request for Information Regarding Flooding Aspects of Recommendation 2.1 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident- Fort Calhoun Station Flood Hazard Reevaluation Report

References:

See page 2 By letter dated November 4, 2015 (Reference 1), the Omaha Public Power District (OPPD) provided Addendum 1 to the Flood Hazard Reevaluation Report (FHRR) submitted by OPPD in February 2015 (Reference 2) to the U.S. Nuclear Regulatory Commission (NRC). In that document OPPD committed to submit a full revision to the FHRR by September 30, 2016. In Reference 3 the NRC provide a summary of the NRC staff's assessment of the reevaluated flood-causing mechanisms and requested OPPD update and submit certain dam failure scenarios by September 30, 2016.

In References 4 and 5 OPPD formally notified the NRC that it plans to permanently cease power operations at Fort Calhoun Station (FCS) on October 24, 2016. In Reference 6, OPPD requested relaxation of the implementation date for compliance with Orders EA-12-049 to August 31, 2017, based on plans to remove all fuel from the reactor pressure vessel (RPV) to the spent fuel pool (SFP) by December 31, 2016. In that letter OPPD stated it would provide a new Overall Integrated Plan (OIP) for Fuel Permanently Removed from RPV to SFP to the NRC by October 30, 2016.

The OIP will include an assessment of the reevaluated flooding hazards applicable to FCS with all fuel in the SFP and the capability to mitigate these re-evaluated flooding hazards. Because of the anticipated change in status of FCS, the assessment of the reevaluated flooding hazards documented in the OIP supersedes our commitment to submit a revised FHRR.
