See Page 3 On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued an Order (Reference 1) to all power reactor licensees and holders of construction permits in active or deferred status. The Order was effective immediately and required the Omaha Public Power District (OPPD) to develop, implement, and maintain guidance and strategies to maintain or restore core cooling, containment, and spent fuel pool cooling capabilities in the event of a beyond-design-basis external event (BDBEE). Specific requirements are described in Attachment 2 of the Order.

Pursuant to Section IV, Condition C.2 of the Order, licensees are to provide a status report at six-month intervals following submittal of the Overall Integrated Plan (OIP), which OPPD submitted on February 28, 2013 (Reference 4). In February 2016, OPPD provided the sixth six-month status report (Reference 10) describing progress made in implementing the requirements of the Order; this letter provides the seventh six-month status report.

By letter dated June 24, 2016 (LIC-16-0043), OPPD provided formal notification to the U.S. Nuclear Regulatory Commission (NRC) pursuant to 10 CFR 50.4(b)(8) and 10 CFR 50.82(a)(1)(i) of OPPD's contingent determination to permanently cease power operations at Fort Calhoun Station (FCS) no later than December 31, 2016. On August 12, 2016, OPPD submitted a letter (Reference 12) requesting a relaxation of the final date for implementation of NRC Order EA-12-049 until August 31, 2017. Reference 12 describes the measures that are or will be in place that are the bases for the relaxation request. The letter further states that because of the permanent cessation of operations and permanent removal of fuel from the reactor vessel, the docketed plans to implement the Order require revision to reflect this change in status. OPPD will provide a revised Overall Integrated Plan by October 31, 2016 as discussed in Reference 12. Because of these changes, the status provided in the enclosures for previous 6-month updates is no longer valid, and those enclosures are not included in this update.

There are no other regulatory commitments or changes to regulatory commitments contained in this submittal.
