Turkey Point Units 3 8 4 Docket Nos. 50-250, 50-251 IE Inspection Report 81-12 FINDING:

Based on the results of the NRC inspection conducted on May 18-22,

1981, certain of your activities appear to deviate from your commitment to the Commission as indicated below.

Your letter of September 23, 1980, indicated that a preventive maintenance program had been established for the containment purge exhaust filters in response to a significant weakness identified in your radiation protection program during the Health Physics Appraisal conducted May 5-16, 1980.

In addition, you stated that a portion of the containment purge exhaust filters had been replaced and the remaining filters were scheduled to be replaced shortly thereafter.

Contrary to the above, on May 20, 1981, the containment purge exhaust filters were found not to have been

replaced, nor had a preventive maintenance program been, established to inspect and change as appropriate the containment purge exhaust filters.

The significance of operating the containment purge exhaust through filters in an unacceptable condition was emphasized in our letter of August 28, 1980.

The inadequate maintenance of these filters directly contributed to the contamination found in the southeast sector of the plant during the Health Physics Appraisal.

RESPONSE

As corrective action, the containment purge exhaust filters were changed on May 22, 1981.

Prior to June 1, 1981, a preventive maintenance program (NPTP-M-PM-53-S-1) was also developed to inspect these filters on a semi-annual basis.

This action should prevent any further problems.
