Dear Mr. Lear:

Re: Turkey Point Units 3 & 4 Docket Nos. 50-250 6 50-251 Steam Generator Surveillance Your letter of September 8, 1976 provided model technical specifications for Turkey Point Units 3 and 4 regarding steam generator tube surveillance requirements. Our letter L-76-372 of October 27, 1976 stated that we would review and, in effect, establish our position on the model technical specifications by December 20, 1976.

Since October, there has been considerable activity relative to the condition of steam generator tubes at Turkey Point. We began a joint inspection program with other utilities and Westinghouse Electric Corporation that was designed to investi-gate the status of steam generator tubes which had small radius U-bends. The Unit. 4 inspection results were forwarded to you in our letter L-76-403 of November 24, 1976. The Unit 3 portion of this inspection program was recently completed and a letter is being prepared to forward the results to you. This issue has been the subject of NRC licensing action (Amendment 20 for Turkey Point Unit 4, effective December 3, 1976), and we are keeping the NRC staff advised of the latest inspection results.

As part of the overall program, Westinghouse is continuing their analysis of tube samples and other data, and there is the possibility that new information may be developed.on Therefore, we feel that additional technical specifications steam generator tube surveillance are not appropriate at this time.

In addition, we have been conducting steam generator Eddy Current (EC) testing at each refueling outage, even though it has not been a technical specification requirement. We PEOPLE... SERVING PEOPLE
