C. 20555 Re: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Radiological Emergency Plan - Revision 73 Report of Changes to Emergency Plan In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Florida Power & Light (FPL) hereby submits a description of changes to the St. Lucie Radiological Emergency Plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan, as changed, continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in Revision 73 of the St. Lucie Radiological Emergency Plan dated June 3, 2022.

PSL Emergency Plan Revision 73 Change Summary:

  • Changed Emergency Preparedness Manager to Regulatory Affairs Manager to align with the revised plant organization. All previous responsibilities of the EP Manager are now assigned to the Regulatory Affairs Manager.
  • Streamlined ERO positions that were not NRC required responders.
  • Combined EOF Licensing Manager and Logistical Support Coordinator into the Logistics Manager.
  • Changed title of the Emergency Security Manager to the EOF Security Manager Combined the TSC RP Supervisor and OSC RP Supervisor into a combined position of OSC RP Supervisor.
  • Deleted the Emergency Technical Manager position from the EOF. Duties distributed to the EOF Logistics Manager and the RM OPS Advisor positions.

The 50.54(q) evaluation determined that there is no decrease in effectiveness of the Emergency Plan due to the changes.
