Request for NRC Assistance to Obtain Information from the U.S. Army Corps of Engineers (USACE) Related to Dam Failure Analysis On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued a letter titled, "Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident," to all power reactor licensees and holders of construction permits in active or deferred status [Agencywide Documents Access and Management System (ADAMS) Accession No. ML12053A340]. of the letter requested specific actions, information, and required responses associated with Recommendation 2.1 for flooding hazards. The NRC staff issued Interim Staff Guidance JLD-ISG-2013-01, "Guidance for Assessment of Flooding Hazards Due to Dam Failure," Revision 0, dated July 29, 2013 (ADAMS Accession No. ML13151A153) to provide guidance acceptable to the staff for re-evaluating flooding hazards due to dam failure.

The NRC staff position in JLD-ISG-2013-01, Section 1.5.3, states, in part, "If a Federally owned dam is identified as critical to the flooding reanalysis, the licensee should contact the NRC promptly. The NRC will act as the interface between these agencies and licensees."

Beaver Valley Power Station, Unit Nos. 1 and 2 L-13-395 Page 2 FirstEnergy Nuclear Operating Company (FENOC) hereby requests the assistance of the NRC to obtain information needed to complete the flooding hazard re-evaluation for Beaver Valley Power Station, Unit Nos. 1 and 2, required by the 10 CFR 50.54(f) letter.

Specifically, FENOC requests that the NRC act as the interface between FENOC and the USAGE to have the USAGE perform a dam failure analysis in accordance with JLD-ISG-2013-01 for the following six dams by January 24, 2014: Conemaugh Dam, Crooked Creek Dam, Kinzua Dam, Loyalhanna Dam, Tygart Dam, and Youghiogheny Dam.
