Exit Interview The inspection scope and find'ings were summarized on February 22, 1980 with those persons indicated in Paragraph 1,above. The new Region II principal inspector, M. Thomas, was introduced to site management.

Licensee Action on Previous Inspection Findings (Closed) Infraction 50-566 and 50-567/79-18-02: CVCS Charging Pump Motor Space Heaters Deenergized. The licensee's corrective actions are specified in the response letter dated January 23, 1980. The site quality control organization issued Quality Control Investigation Report (QCIR) 12499 to document and correct the deficiency. The Region II inspectors verified that the six CVCS charging pump motors in Warehouse A had power applied to the attached space heaters in accordance with Receiving, Inspection and Preventive Maintenance Instruction M-121, Revision 0.

The licensee's measures to prevent recurrence of a similar problem are stated in the Janua ry 23, 1980 response letter and are adequate.

Inspector Followup Items (Units 1 and 2)

(Open) Item 50-566 and 50-567/79-09-01: Standard Operating Procedure a.

(SOP) QA Review. The site QA Unit has conducted a review of site originated SOP's in accordance with Quality Assurance Staff Procedure (QASP) 4.6.

This item remains open pending resolution of the findings of this review with the originators of the SOP's, usually the construc-tion engineering or quality control organizations.

(open) Item 50-566 and 50-567/79-16-01: Resolution of Site QA Audit YC-G-79-16 Deficiencies. This item remains open pending resolution of deficiency # 8 of the subject audit. This deficiency involves design interface in the resolution of a QCIR, the use of a field change request (FCR) to resolve a QCIR, and the appropriateness of a QCIR in lieu of a nonconformance report (NCR) to resolve certain design oriented deficiencies.

Inspection and Enforcement (IE) Bulletins and Circulars (Units 1 and 2)

The file of IE Circulars maintained by the Document Control Unit was a.

examined.

IE Circulars through IEC 80-02.had been received on site and reviewed by responsible project management.

If an IE Circular describes a problem that has potential applicability to the site, a determination is made by the site and/or design engineering organi-zations of the extent of the problem and the required action to correct the problem is initiated.

The licensee has receive'd and reviewed IEBs through IEB 80-02 at the site. The project manager and construction engineer review all IEBs for site applicability and coordinate a response if needed with cor-porate design and licensing personnel. The following IEB's are not applicable to the site or require no action (issued for information only):

(Closed) IE Bulletin 79-15: Deep Draft Pump Deficiencies.

The licen-see's response letter dated September 10, 1979 states that the contracts on deep draf t pumps have not yet been awarded for Yellow Creek. The actions required for this bulletin are applicable to operating plants and plants further in construction than Yellow Creek Nuclear Plant where deep draft pumps have been received and operated for a period of

time to generate a history of operational reliability.

(Closed) IE Bulletin 79-23:

Potential Failure of Emergency Diesel

Generator Field Exciter Transformer.

The licensee stated in a response letter dated October 29, 1979 that specifications for the diesel generator units at Yellow Creek Nuclear Plant will be revised to prohibit undesirable connections described in the subject bulletin.

Discussions with site engineering and corporate design personnel indicate that the diesel generator specification # 3887 has been revised to prohibit the connections described in the bulletin, e.

(Closed) IE Bulletin 79-25: Failure of Westinghouse BFD Relays in Safety-Related Systems. The licensee's response letter dated January 4, 1980 states that none of the subject Westinghouse BFD/NBFD relays are in us. or planned for use in safety-related systems at Yellow Creek

Warehouse Storage (Units 1 and 2)

The inspectors conducted an inspection of site warehouses A and B.

Areas inspected include assignment of proper storage level, control of received items, control of nonconforming items, identification or marking of stored items and access control to the warehouse areas.

Items received are placed in a cage pending completion of QC receipt inspection and proper marking.

All nonconforming items were stored in the QC hold cage with the exception

of several large pumps in level B storage that were properly identified as r

nonconforming. The licensee's level B and C storage areas in warehouses A and B are acceptable.

TVA has reported the following item in compliance with 10 CFR 50.55(e).

l The inspector reviewed the item listed below and the supporting documen-tation and discussed the item with responsible licensee staff during the inspection.
