Functional or Program Areas Inspected 1.
Introduction Commonwealth Lord Joint Venture is the electrical installation con-tractor at Marble Hill. To date approximately 600 electrical hanger supports have been installed in the auxiliary building. Recently the welding inspection procedure was revised deleting the permissible 1/32" weld undercut in the acceptance criteria. Due to this change in criteria, most of the installed hangers, where welding was involved, were identified with nonconformance tags.
2.
Observation of Electrical Material The inspector observed the following:
a.
Materials in Storage Areas The inspector reviewed the Receipt Inspection Report (RIR) 0804 dated May 5, 1982 for cable tray and cable tray hanger material.
The material was purchased to S&L Specification Y2815. The report identified no adverse findings. The NRC inspector accom-panied by licensee personnel went to the outdoor storage lay down area, inspected the received material and concurred that the received material was acceptable.

b.
The inspector toured the warehouse maintained by Commonwealth Lord Joint Venture (CLJV) the electrical installation contractor at Marble Hill. The electrical material purchased by CLJV is stored in this warehouse. Material was identified, nonconforming material was segregated.and means to retrieve a batch of noncon-forming material such as bolts and nuts werc established. All low hydrogen welding electrodes were stored in sealed containers.
c.
The inspector observed that the structural steel for electrical cable tray supports was stored interimly at various elevations where installation work was in progress. The heat numbers were painted on the structural steel. The areas where structural steel was stored, were identified with a cordon.
3.
Review of CLJV Procedures The inspector reviewed selected quality contro'. procedures to assess their adequacy with regard to scope, clarity and consistency with the QA program requirements. The following procedures were included in this review.
a.
QCP-C1, Revision 3, dated May 10, 1982, titled " Qualification and Certification of Inspection, Examination and Testing Personnel."
b.
QCP-C2, Revision 5, dated July 2, 1982, titled " Cable Tray and Hanger Inspection."
c.
QCP-C20, Revision 5, dated September 10, 1982, titled " Visual Weld Inspection." (Paragraph 4.2.2 was revised and states that there shall be no visual evidence of undercut.)
d.
QCP-C22, Revision 0, dated June 7, 1982, titled " Inspection of Material Heat Code Traceability."

Observation of Electrical Installation Activities The inspector observed the following electrical cable tray hanger /
support activities in various stages of completion at the 439' and 346' elevations.
a.
Support H 084: The base plates for h:nger H 034 has been welded at elevation 439',
One of the tvo base plates was installed 5 1/4" north of the design location. NCR 378M-54L1 dated September 2,1982 was initiated to identify this problem. The location of the hanger is shown on drawing E-1.9061 H, Revision D.
Field Change Request (FCR) 4991 dated July 1, 1982 documents that in the materials list the lengths of the tube steel for items 3 and 4 was interchanged. Discussions with the craft foreman indi-cated that the craftsmen measured 5 1/4" from the flange instead of the center line of the flange. The design drawings permit adequate tolerances and the support could be installed without further modifications. The NRC inspector has no further questions on this matter.
b.
Support H 007 (SH): This hanger was partially installed.
Electrical Installation Traveler (EIT) E-0-3002H007 furnishes the sequence of installation, the witness points and hold points for QC inspections. The hanger is located as per drawing E-0-3002 titled Cable Pan Auxiliary Building Elevation 346'0" colutts L-Q 15-21.
The attachments are per detail Al on drawings E-0-6265 Revision T.
c.
Support H 507: The support was partially installed. The upper and bottom connections are per details A4 and C9 of drawings E-0-6265, Revision J and E-0-6267 Revision J.
The traveler indi-cates that 3/32" and 1/8" diameter E-7018 type weldrod with heat numbers 412N5381 and 24072 respectively were used for welding.
d.
Support H 006 (13H): The hanger was partially installed. The EIT E-1-3002-H006 furnishes the sequence of installation, the witness points and hold points for QC inspections. The location is as per drawing E-1-3002 Cable Pans Auxiliary Building Plan Elevation 346' Columns Q-W east of 5-W.
The connections are as per detail A7 of drawing E-0-6265 Revision T detail A7.
The traveler indicated that 3/32" and 1/8" diameter E-7018 electrodes

Observation of Welding Activities: During observation of welding
,
i activities on September 14, 1982 the NRC inspector and a licensee representative observed that weldrod was not being preserved in the heated portable weldrod containers supplied to the welders.
l Instead, the rods were taken out and left at the work station without the benefit of heat. The CLJV procedure requires the

l weldrod to be preserved in the heater containers. The welders
'
were reminded of this requirement. On September 16, 1982, the weldrod was observed to be stored in a pouch even though a port-able heated weldrod oven was available at the work station. The I

licensee issued a "Stop Work" terminating all welding activities.
On September 17, 1982 CLJV conducted a training session for all welders present, reviewed the Welding Procedure _CWP-C8C, empha-sized that weldrod will 'oe issued in weldrod caddies and that weldrod issued will be returned every four hours. After the training session, the "Stop Work" order was lifted..This is considered an isolated instance which does not warrant enforcement action.
. No items of noncompliance were identified in the' above areas.
