SUBJECT: PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 - SITE-SPECIFIC IMPLEMENTATION OF B.5.B PHASE 2 AND 3 MITIGATING STRATEGIES TEMPORARY INSTRUCTION INSPECTION (NRC INSPECTION REPORT 05000528/2008006; 05000529/2008006 AND 05000530/2008006)

Dear Mr.Ridenoure:

In a telephone conversation on October 28, 2008, Messrs. Daniel Hautala, Senior Engineer, Regulatory Affairs, and Clyde Osterholtz, Team Leader, made arrangements for the Nuclear Regulatory Commission (NRC) to inspect the site-specific implementation of B.5.b Phase 2 and 3 mitigating strategies at the Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The inspection is planned for the week of November 17, 2008.

In order for the NRC to adequately prepare for this inspection, please furnish the documents listed in Enclosure 1 to Mr. Osterholtz in electronic format no later than November 10, 2008. Please have available on site at the beginning of the inspection the arrangements and documents listed in Enclosure 2. Mr. Hautala has been advised of this request and provided with the name and address of the NRC lead inspector.

This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, approval number 3150-0011.

However, because of the sensitive information contained in the enclosures, and in accordance with 10 CFR 2.390, a copy of this letter's enclosures will not be available for public inspection.

If Safeguards Information is necessary to provide an acceptable response, please provide the level of protection described in 10 CFR 73.21. Otherwise, mark your entire response "Security-Related Information-Withhold Under 10 CFR 2.390" and follow the instructions for withholding in 10 CFR 2.390(b)(1).
