SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION, UNITS 1 AND 2 -

NRC SUPPLEMENTAL INSPECTION REPORT 05000498/2017409; 05000499/2017409 AND FOLLOW-UP ASSESSMENT LETTER

Dear Mr. Powell:

On August 17, 2017, the NRC completed a supplemental inspection pursuant to Inspection Procedure 95001, "Supplemental Inspection Response to Action Matrix Column 2 Inputs, at your South Texas Project Electric Generation Station, Units 1 and 2, facility. The enclosed inspection report documents the inspection results, which were discussed during the exit meeting on August 17, 2017, with you and other members of your staff.

As required by the NRC Reactor Oversight Process Action Matrix, this supplemental inspection was performed because, between October 3 and October 20, 2016, your staff failed to meet a security requirement. The violation was associated with the Security Cornerstone and determined by the NRC to be Greater than Green. The NRC communicated the details of this violation in NRC Inspection Report 05000498/2016407 and 05000499/2016407, Agencywide Document Access and Management System (ADAMS) Accession No. ML17010A211, dated January 10, 2017, and the final significance determination documented in Inspection Report 05000498/2017405 and 05000499/2017405, dated February 9, 2017, ADAMs Accession No. ML17040A341. In its final significance determination letter, the NRC assessed the performance of the South Texas Project Electric Generating Station, Units 1 and 2, facility as within the Regulatory Response Column of the NRCs Action matrix and informed you of our intent to perform a special inspection pursuant to Inspection Procedure 95001, "Supplemental Inspection Response to Action Matrix Column 2 Inputs. The NRC staff was informed on June 15, 2017, of your readiness for the NRC to conduct this supplemental inspection. The NRC performed this supplemental inspection to determine if (1) the root and contributing causes for the significant issues were understood; (2) the extent of condition and extent of cause for the identified issues were understood; and (3) your completed or planned corrective actions were sufficient to address and prevent repetition of the root and contributing causes.

The inspection consisted of examination of activities conducted under your license as they related to safety, compliance with the Commissions rules and regulations, and the conditions of your operating license.

Based on the results of this inspection, the NRC determined that the South Texas Project performed a comprehensive evaluation of the events that led up to the Greater than Green input in the Security Cornerstone. The NRC also determined that completed and planned corrective actions were sufficient to address the performance issues that led to the Greater than Green input in the Security Cornerstone. As a result, the NRC concluded the inspection objectives were met and that the performance issue will not be considered as an Action Matrix input after the end of the third quarter of 2017.

This letter also informs you of the NRCs updated assessment of your facility. Based on the guidance in Inspection Manual Chapter 0305, Operating Reactor Assessment Program, our continuous review of plant performance, and the results of this inspection, the NRC updated its assessment of South Texas Project. The NRCs assessment consisted of a review of South Texas Projects performance indicators and inspection results. Specifically, the NRC determined the performance at South Texas Project to be in the Licensee Response Column of the Reactor Oversight Process Action Matrix as of the date of this letter.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRCs Rules of Practice and Procedure, a copy of this letter will be available for public inspection and copying at http://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information - Withhold from Public Disclosure Under CFR 2.390 (d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).

The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
