SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION - NRC SECURITY INSPECTION REPORT 05000498/2017408; 05000499/2017408 AND INVESTIGATION REPORT 4-2016-009
Dear Mr. Powell:
This letter refers to the inspection and investigation conducted from December 4, 2015, through July 25, 2017, at the South Texas Project Electric Generating Station, Units 1 and 2, facility.
The purpose of the inspection and investigation was to determine if willful security-related violations of the U.S. Nuclear Regulatory Commission (NRC) requirements occurred at the station. The enclosed report presents the results of this inspection and investigation. On June 29, 2017, the inspector discussed the results of this inspection with Mr. J. Bodnar, Acting Manager, Plant Protection and Emergency Response, and other members of your staff. The results of this inspection are documented in the enclosed report.
Based on the results of the inspection and investigation, the NRC has determined that a Severity Level IV violation of NRC requirements occurred. This violation is being treated as a non-cited violation (NCV), consistent with Section 2.3.2.a of the NRC Enforcement Policy.
If you contest the violation, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspectors at the South Texas Project, Units 1 and 2, facility.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice and Procedure, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or in the NRCs Agencywide Document
