Reactor Projects Section IB Inspection Summary Inspection on June 21-23, 1983 (Report No. 50-461/83-08(DPRP))
Areas Inspected: Review of licensee's assessment of record verification program " dry run," progress with SWO 007, and action on open items. The inspection involved a total of 40 inspector-hours onsite by two NRC inspectors.
Results: No items of noncompliance or deviations were identified.

Action on Previous Inspection Findings-(Closed) 10 CFR 50.55(e) Report No. 50-461/81-05 (NRC.No. 81-04), Subject:
Minimum Separation Requirements Within 4160. Volt Switchgear.
The inspector reviewed the investigation reports of the potential reportable-deficiency 81-05 (81-04) and-the supporting documentation leading to the
' final report of Illinois Power Company 1605-L, U-10015 dated December 20, 1982.
This item appears to be in conformance with IPCo's final report to NRC,
. Region III, and is considered closed.

Record Verification Program The Confirmatory Action Letter of. September 1, 1982, documented the licensee's intention to do a 100% review of documents pertaining to construction and quality safety'related, augmented D and' Fire Protection.
By~ letter dated December 3, 1982, the NRC released the licensee to
- develop procedures'and document < review checklists, and obtain engineering t >
review and approval. The licensee submitted their program plan:to the NRC on January _20,~1983.
On March 9, 1983, the licensee provided the NRC a copy of all procedures,_ instructions, and checklists related-2-

to the program. The NRC conducted their review and made site visits on March-9-11, and April 4-7, and 13, 1983. Program elements were discussed.. Document reviewers were interviewed and their qualifica-tions checked. At the conclusion of the site visit on March 11, 1983, ca " dry run" of. approximately 500 documents was proposed to validate the program, that is; the procedures, personnel and results.

June 14, 1983, the licensee informed NRC that the dry run was completed.
During.the. current inspection it was determined by the NRC that even though.there were programmatic problems the results indicated the program was adequate and being satisfactorily implemented. There were numerous software deficiencies identified with the documentation. The deficiencies will be analyzed in accordance with the established corrective action program.
On June 10, 1983, the licensee released record verification to proceed in accordance with the esteblished program.
The NRC will continue to monitor the results and licensee efforts in this area.
No' items of noncompliance or deviations were identified.

Stop Work 007 (Electrical Cable Tray and Attachments)
The purpose of this portion of the inspection was for the NRC inspector to become familiar with the aspects of the Stop Work. The NRC Project Inspector was made responsible for all electrical and instrumentation inspections.

-Stop Work 007 resulted from an NRC investigation that started January 5, 1982. The Confirmatory Action Letter (CAL) of January 27, 1982, docu-ments the NRC issues on the Stop Work. The licensee responded to the NRC concerns in letters dated February 23, 1982, April 21, 1982 and June 22, 1982.

During the inspection the licensee provided the inspector with an electrical.Stop Work commitment status matrix. The matrix was dis-cussed with cognizant licensee personnel. The matrix will be used as an inspection and reviewing tool to satisfy the requirements imposed by the CAL. To date, NRC inspections. relative to Stop Work 007 have been documented in Inspection Report 50-471/82-10, 82-15 and 83-02, i

Exit Interview The inspectors met with licentee representatives (denoted under Persons Contacted) at the conclusion of the inspection on June 23, 1983. The inspectors summarized the. scope and findings of the inspection. The licensee acknowledged the information.
