A meeting was held at NRC's request in the NRC Region III office in Glen Ellyn, Illinois, on March 17, 1983 to discuss Illinois Power Company's status of the improvement program as follows:

a plans have been submitted to the NRC for review or concurrence.
Mr. Hall requested that NRC review and possibly adjust the require-ment to clear the inspection backlog and reduce NCRs/DRs prior to commencement of new work in the areas affected by stop work action.
NRC agreed to the review.
(It is noted that in NRC letter to Illinois Power Company dated December 20, 1982, the main concern about NCRs/DRs was the time to disposition NCRs and DRs.
Long disposition time has been identified as a chronic problem.)
Mr. Hall's presentation is included as an attachment to this report.
Mr. J. H. MacKinnon of Stone & Webster Engineering Company made a presentation of Illinois Power Company's construction action plan for estimating, scheduling and forecasting the remainder of constructing the Clinton power station.
Mr. MacKinnon also described the use of Level I, II, and III scheduling and planning methods. The discussion included the planning and scheduling of reutine inspector needs, but not how the required resources would be fed back into the planning and scheduling system if schedules were perturSated or inspectors were required to perform nonroutine inspections.
Special attributes will be reviewed during routine inspection activity.
This meeting was part of a series of meetings used b/ Illinois Power Company to report the steps taken to improve the management, construction, and inspection activities at the Clinton Nuclear facility. There was no date set for a future meeting.
