Thank you for your letter dated April 2, 1981, supplementing your response, to the items of noncompliance which we brought to your attention in Inspec-tion Report No. 50-456/80-12; 50-457/80-11 forwarded by our letter dated October 23, 1980.

In reviewing your letter, we determined that we need additional information in order to complete our evaluation of the adequacy of your corrective actions as follows:

Regarding the Main Control Board Panels (MCBPs) furnished by Westinghouse, please indicate and describe the weld acceptance criteria specified in the design document used to procure the subject MCBP's. We understand from your response that Westinghouse specification document 679 208 dated June 20, 1972, was not used for your subsequent inspection which concluded that the welsi were satisfactory. Please indicate if the inspection criteria subse-quently applied in order to accept these panels is in conformance with your FSAR commitments. Further, please indicate which weld acceptance criteria were used for the related seismic qualification test for these panels.

Lastly, please indicate if your prior vendor surveillance audits performed either by you or by Westinghouse, included review of the applicable weld fabrication and acceptance criteria.

Regarding the MCBP's furnished by Systems Control, you indicated that the weld fabrication and/or acceptance criteria were changed after these panels were fabricated, delivered to the site and installed.

Please provide the basis for revising the previously established acceptance criteria and the basis for your conclusion that the revised criteria meet your FSAR commit-ment in Item 20 on Table 3-8-2, which states that the AWS Dl.1-72 code will be used on all safety related structures. Also, please outline the measures you intend to take to keep the welds accessible for visual inspection and/or repair in view of the ongoing construction activities.

Commonwealth Edison Company-2-MAY 121981 Regarding your actions concerning Pullman HVAC Duct Welds and System Control Hangers, we have no further questions at this time. These actions will be reviewed during subsequent inspections.
