COMANCHE PEAK STEAM ELECTRIC STATION - NRC EXAMINATION REPORT 05000445/2005302, 05000446/2005302

Dear Mr. Blevins:

On September 12, 2005, a U. S. Nuclear Regulatory Commission (NRC) written examination retake was completed at the Comanche Peak Steam Electric Station. The enclosed report documents the examination findings, which were discussed on September 26, 2005, with Mr. E. Thomas, Operations Training Coordinator.

The examination included the evaluation of one applicant for an operator license. The written examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9. The NRC license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). Station; Retake Operator Licensing Examination Report.

The NRC examiner evaluated the competency of one applicant for an operator license at Comanche Peak Steam Electric Station. The licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9.

The written examination was administered by the facility to the applicant on September 12, 2005. The NRC examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

4OA5 Other Activities (Initial Operator License Examination)

1. Operator Knowledge and Performance

a. Examination Scope

This examination was a retake of the written examination portion of an operator licensing examination that was administered on March 24, 2005. The applicant for that examination passed the operating test portion of examination but failed the written portion of that examination. On August 25, 2005, the applicant applied for a retake of the written examination and requested a wavier of the operating test. This wavier was granted by the NRC on September 6, 2005.

On September 12, 2005, the licensee administered the examination to the applicant.

The licensee staff graded the examinations, analyzed the results, and presented their analysis to the NRC on September 13, 2005.

b. Findings

No findings of significance were identified.

2. Initial Licensing Examination Development

a. Examination Scope

The licensee developed the examination in accordance with NUREG-1021, Revision 9.

All licensee facility training and operations staff involved in examination preparation and validation were on a security agreement. The facility licensee submitted the written examination outline on June 24, 2005. The chief examiner reviewed the outline against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee on June 30, 2005. The facility licensee submitted the draft examination on August 1, 2005. The chief examiner reviewed the draft examination against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee on the examination on August 30, 2005. The licensee satisfactorily completed comment resolution on August 30, 2005.

b. Findings

The NRC approved the initial examination outline and advised the licensee to proceed with examination development.

The chief examiner determined that the examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

No findings of significance were identified.

3. Examination Security

a. Examination Scope

The examiners reviewed examination security and plans for applicant control with licensee personnel with respect to NUREG-1021 requirements.

b. Findings

No findings of significance were identified.

4OA6 Meetings, Including Exit

The chief examiner presented the examination results to Mr. E. Thomas, Operations Training Coordinator, on September 26, 2005. The licensee acknowledged the results presented.

The licensee did not identify any information or materials used during the examination as proprietary.
