Board Notification No.84-108 provided two letters from the NRC Region IV to Texar Utilities dated May 18, 1984 and May 23, 1984, respectively.-

The Ma3 18,1984 letter provided Texas Utilities with a copy of 60 allega-tions concerning the protective coatings at the Comanche Peak Steam Electric Station. The May 23, 1984 letter requested that Texas Utilities fully respond to each allegation providing (1) an evaluation of the validity of the allega-tion; (2) the safety significance as appropriate; and (3) the generic impli-cation of the allegations on other systems or contractors, singularly or collectively, found to have merit. -

Enclosed for your information is a letter from L.F'. Fitar (Texas Utilities)

to R. L. Bangart (NRC Region IV) dated June 22, 1984.

This letter contains responses to each of the 60 allegations. The staff is currently evaluating these responses.

To aid in an understanding of our responses, we have repeated the allega-tion as stated to us in your letter of May 18, 1984-followed by our response in tha format requested by your letter of May 23, 1984 Our respcases were developed based on technical knowledge, knowledge of actual jobsite conditions, review of existing documentation found to be analogous to certain of the allegations, end where aporopriate, inter-views with cogni:: ant QC personnel. As you will note, supporting docu-mentation is included with certain responses as a means of storteni'g the length of the response.

We trust you will find the enclosed information helpful in expediting closure of these issues.
