NRC Inspection Nos. 50-387/91-06 and 50-388/91-06 This refers to the engineering safety inspection conducted by Mr. James M. Trapp of this office on May 6-10, 1991, at the Susquehanna Steam Electric Station, Unit 1 & 2, Berwick, Pennsylvania.

Discussions of our findings were held by Mr. Trapp with Mr. Stanley of your staff, at the conclusion. of the inspection.

Areas examined during this inspection are described in the NRC Region I inspection report, which is enclosed with this letter.

The inspection consisted of a review of selective design change packages and related documents, physical walkdown of the installed modifications, and interviews with plant personnel responsible for implementing the modification process.

, In addition, selective areas of technical support such as Inservice Testing /ST) and corrective action followup were inspected.

Inspection of the modification process is to assure that modified safety systems would continue to perform their intended safety function in protecting the health and safety of the public..

In general, the modification packages reviewed were of good quality.

The implementation of the IST program was also good.

However, containment instrument gas check valves were not included in the program, as discussed in Section 4 of the enclosed report.

Based on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A. Your response to this notice should follow the instructions provided in the Appendix.
