SUBJECT:

INITIALEXAMINATION AND EMERGENCY OPERATING PROCEDURE INSPECTION REPORT NOS. 50-387/91-09 and 50-388/91-09 (OL)

During the week of July 8, 1991, the NRC administered examinations to employees of your company who had applied for licenses to operate the Susquehanna Steam

Electric Station, Units 1 and 2.

This letter also refers to a special safety inspection conducted by Ms. Tracy E. Walker from July 8 to July 11, 1991, at the Susquehanna Steam Electric Station, of activities authorized by NRC License Nos.

NPF-14 and NPF-22.

At the conclusion of the examinations, the preliminary findings of the examinations and the inspection were discussed with you and other members of your staffs The objective of the inspection was to address the open items associated with the Emergency Operating Procedures (EOPs) identified in Inspection Report Nos.

50-387/90-80 and 50-388/90-80.

Areas examined during this inspection are described in the NRC examination/

inspection report which is enclosed with this letter.

Within these areas, the inspection consisted of selective examinations of procedures, interviews with personnel, and observations by the inspector.

The inspection assessed that the programs in place and planned to control the development and maintenance of the EOPs are effective in maintaining procedures of high quality.

The open items from the previous inspection have been addressed, and the corrective actions appear to be comprehensive and effective.

The inspector concluded that, in general, the EOPs are technically adequate and can be used to mitigate the consequences of an accident.

However, the justification for your deviations from the BWR Owners Group (BWROG) Emergency Procedure Guidelines (EPGs) for the RPV Pressure Control and Secondary Containment Water Level Control guidelines are not technically adequate.

Additionally, the methodology used to determine maximum normal and maximum safe operating radiation levels for use in implementing Secondary Containment Control does not appear to be appropriate.

Mr. Harold W. Kei ser determined to be unresolved items and are summarized in the executive summary of the report.

The technical adequacy of your Level/Power Control strategy which deviates substantially from the BWROG EPG strategy was not assessed during this inspection.

However, this issue and the concern related to secondary containment radiation levels are being referred to NRC Headquarters for review.

It is important that these issues be resolved prior to your implementation of Revision 4 to the BWROG EPGs

We request that you respond, in writing, within 60 days of receipt of this letter with additional information regarding your technical justification for the deviations discussed in sections 4.2.4, 4.2.5, and 4.2.6 of the enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed report will be placed in the NRC Public Document Room.

The responses requested by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the paperwork reduction act of 1980, Public Law Nol 96-511.
