Combined Inspection Nos. 50-387/90-14 and 50-388/90-14 This letter refers to the initial inspection of the Fitness-For-Duty Program for the Susquehanna Steam Electric Plant, Units 1 and 2.
The inspection was conducted on July 31 August',
1990, by Messrs.
R. Albert and A. Della Ratta of this office, and observed by Messrs.
L. Bush, Office of Nuclear Reactor Regulation, and E. King, Region I.
Areas examined during the inspection are described in the inspection report which is enclosed with this letter.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspectors.
Based on the results of this inspection, we found that the development and implementation of your FFD program are responsive to both the spirit and intent of the NRC's FFD rule.
In particular, you are commended for your proactive approach in handling personnel with infrequent site access.
We under stand that you reduced your infrequent-access roll from over 1,000 personnel to about
personnel, and that you are prepared to reduce that number further if that number presents random testing problems.
However, within the scope of this inspection, it appears that one of your activities was not conducted in full compliance with the requirements of 10 CFR 26 as set forth in the Notice of Violation enclosed herewith as Appendix A.
The violation has been categorized by severity level in accordance with the
"General Statement of Policy and Procedure for NRC Enforcement Actions,"
CFR Part 2, Appendix C (Enforcement Policy).
You are required to respond to this letter, and in preparing your response, you should follow the instructions in Appendix A.
In addition, three unresolved items were identified during the inspection.
In your response to this letter, we would appreciate receiving a
summary of the current status of the items identified as unresolved in'the enclosed inspection report.
