Mr. T. Vice President Southern Nuclear Operating Company, Inc. Joseph M. Farley Nuclear Plant P.O. Drawer 470, BIN B500 Ashford, AL 36312

SUBJECT: JOSEPH M. FARLEY NUCLEAR PLANT - NRC SECURITY INSPECTION REPORT 05000348/2013403 AND 05000364/2013403

Dear Mr. Lynch:

On October 24, 2013, the U. S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Joseph M. Farley Nuclear Plant, Units 1 and 2. The inspectors discussed the results of this inspection with you and other members of your staff. The inspectors documented the results of this inspection in the enclosed inspection report. This report documents one finding of very low security significance (i.e., Green as determined by the Physical Protection Significance Determination Process) that was identified during this inspection. The deficiency was corrected or compensated for, and the plant was in compliance with applicable physical protection and security requirements within the scope of this inspection before the inspectors left the site. This finding was determined to not have an associated cross-cutting aspect, in accordance with Inspection Manual Chapter (IMC) 0310. The NRC is treating this violation as a non-cited violation (NCV) consistent with Section 2.3.2 of the NRC Enforcement Policy because of the very low safety significance of the violation, and because it was entered into your corrective actions program. If you contest this NCV, you should provide a response within 30 days of the date of this inspection report, with the basis of your denial, to the Nuclear Regulatory Commission, Administrator, Region II; Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the Farley Nuclear Plant. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public inspections, exemptions, requests for withholdings," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the material enclosed herein contains Security-Related Information in accordance with 10 CFR 2.390(d)(1), and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the Enclosure will not be made available electronically for public inspection in the NRC Public Document Room, or from the PARS component of NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response "Security- Related Information - Withhold from public disclosure under 10 CFR 2.390," in accordance with 10 CFR 2.390(d)(1), and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.

Sincerely,/RA/ Binoy Desai, Chief Plant Support Branch 2 Division of Reactor Safety Docket Nos. 50-348 and 50-364 License Nos. NPF-2 and NPF-8
